REGULAR MEETING
SEPTEMBER 13, 2006




PUBLIC HEARING		ORDINANCE NO. 2006-37
An ordinance granting a front yard variance to Erin and Robert A. Herbruck, III, at 31700 Woodcrest Drive.

			No comments were made.

1.    Mark Bram, President of Council, called the meeting to order at 8:01 pm.

Motion to excuse Councilman Brown (sick) was made by Centanni; seconded by Kluter.

4.    The minutes of the August 9, 2006 regular meeting will be on the October 11, 2006 agenda for approval.

5.    Motion to accept the minutes of the September 6, 2006 special meeting was made by 
Centanni; seconded by Soroky.

6.    Motion to accept the July 2006 Treasurer’s Report was made by Centanni; seconded by Soroky.

7.    Motion to accept the August 2006 Tax Administrator’s Report was made by Kluter; seconded by Centanni.

8.    Motion to approve the payment of bills in the amount of $216,084.31 and the additional 
expenses of $71,024.75 was made by Centanni; seconded by Soroky.

10.  Old Business: Introduction and reconsideration of:
A.	ORDINANCE NO. 2006-25
An ordinance amending Chapter 1303 of the Orange Village Codified Ordinances to enact the Orange Village 
Residential Code for one-, two-, and three-family dwellings, and repealing certain ordinances.  
3rd reading, as amended.

Motion to adopt Ordinance No. 2006-25 was made by Centanni; seconded by Soroky.

B.	ORDINANCE NO. 2006-34
An ordinance amending Chapter 1331 of the Codified Ordinances of Orange Village, to modify regulations 
related to property maintenance, and repealing conflicting ordinances.  3rd reading.

Motion to adopt Ordinance No. 2006-34 was made by Centanni; seconded by Kluter.

No:		None

Motion to excuse Councilwoman Perry (business) was made by Kluter; seconded by Soroky.

C.	ORDINANCE NO. 2006-37
An ordinance granting a front yard variance to Erin and Robert A. Herbruck, III, at 31700 Woodcrest Drive.  
3rd reading.
*Planning & Zoning Commission recommended Council to approve on 8-15-06.

Motion to adopt the Conclusion of Fact was made by Kluter; seconded by Centanni.

Motion to adopt Ordinance No. 2006-37 was made by Soroky; seconded by Kluter.

D.	ORDINANCE NO. 2006-39
An ordinance providing compensation for the office of the Village Architect, and declaring an emergency.  
2nd reading.

Motion to suspend the rules was made by Centanni; seconded by Kluter.

No:		Soroky and Braverman

Motion fails.

12.  New Business: Introduction and consideration of:

13.  Audience comments relative to all subjects
	Helen Cinovec – Emery Road – doesn’t want to sell her property to the village for use of the service dept.
	Jim Venizelos – sledding hill status
	Cory Salkin – lack of communication to Emery Rd residents/what else is happening to Emery Rd
	Jason Clotman – who makes the decisions regarding Emery Rd
Scott Schlachter – lack of communication to Emery Rd residents

14.  Report of Council President
No report.

15.  Report of Mayor
Information regarding the village business is available (to the residents) and can be obtained at any time.
The service facility needs have been discussed in the village newsletter and local papers.

16.  Report of Council Members and Committees
	Kluter:  Safety Committee meeting was held on 9-11-06.  Distributed minutes.
		Sharon Delman Run very successful
	Soroky:  Newsletter will be completed soon
		Long Range Planning meeting will be 9-27-06 at 7 pm – Master Plan will be discussed.
		Encouraged residents to come to the meetings and ask for information


Braverman:  Many avenues to obtain information – elected officials make the decisions.
Centanni:  Encouraged residents to come to the committee meetings.

17.  Motion to adjourn to executive session for the purpose of discussing employee compensation, 
pending litigation and land acquisition was made by Soroky; seconded by Kluter.

No:		None

Adjourned to executive session at 9:03 pm.

18.	There being no further business, the regular meeting adjourned at 10:35 pm.
