PUBLIC HEARING		ORDINANCE NO. 2006-13
An ordinance granting a variance from Chapter 1161 of the Orange Village Codified Ordinances to the 
Northeast Ohio Surgery Center at 3755 Orange Place to permit a free-standing sign to be located in 
the Orange Place right-of-way not less than thirty-five feet (35') from the centerline of Orange Place.

8.    Old Business: Introduction and reconsideration of:
A. ORDINANCE NO. 2006-13
An ordinance granting a variance from Chapter 1161 of the Orange Village Codified Ordinances to the

B. ORDINANCE NO. 2006-14
An ordinance to levy and collect a special assessment for the costs of abating a nuisance by 
removing unlicensed vehicles and other personal property from the property at 4819 East Fairview 
Drive, permanent parcel no. 901-40-008.  2nd reading.

C. ORDINANCE NO. 2006-15
An ordinance authorizing the Mayor to enter into a contract with Greg Miller Animal Control Service 
for the provision of animal warden services within Orange Village and declaring an emergency.  
2nd reading.


D. ORDINANCE NO. 2006-16
An ordinance approving and confirming the appointment of John Marrelli, Jr. as Alternate Chief 
Building Officer-Class I for the Building Department of Orange Village.  2nd reading.

E. ORDINANCE NO. 2006-17
An ordinance granting an area variance for a larger garage to Berns Custom Homes, Inc. at sublot 
6 of the Waterford Court Subdivision.  2nd reading.
*Planning & Zoning Commission recommends council to approve Ordinance No. 2006-17.

An ordinance granting an area variance for a larger garage to Justin Berns at sublot 7 of the

G. ORDINANCE NO. 2006-20
An ordinance amending certain sections of the Codified ordinances of Orange Village to alter 
development standards and procedures in the S-1 Special Residential District, incorporating certain 
procedural changes in Chapter 1143, Development Plan Review, and repealing certain ordinances.  
2nd reading.

9.    New Business: Introduction and consideration of:
A.	ORDINANCE NO. 2006-21
	An ordinance granting a yard variance to Stanley Friedlander and Cheryl Karner, for their 
property at 38 Orchard Circle.  1st reading.
*Referred to the Planning & Zoning Commission.

B. ORDINANCE NO. 2006-22
An ordinance authorizing the Mayor to accept for village ownership a frame dwelling located on 
approximately .0493 of an acre of land at 28600 Jackson Road in Orange Village, and declaring 
an emergency.  1st reading.

C. ORDINANCE NO. 2006-23
An ordinance authorizing Orange Village, Ohio to become a member of, adopting the Code of 
Regulations of, and directing the Mayor to enter into the Membership Agreement, the Master 
Services and Consulting Agreement, and the Master Products Agreement with, the Northeast 
Ohio Sourcing Office.  1st reading.

D. ORDINANCE NO. 2006-24
An ordinance approving and adopting the Orange Village Master Plan, dated April 24, 2006.  
1st reading.
*Referred to Planning & Zoning.

E. ORDINANCE NO. 2006-25
An ordinance amending certain sections of Chapter 1303 of the Orange Village codified Ordinances 
to adopt the Residential Code of Ohio for one-, two-, and three-family dwellings, authorizing a request 
to the Ohio Board of Building Standards to certify Orange Village for enforcement of the Residential 
Code of Ohio to exercise enforcement authority and accept and approve plans and specifications 
and make inspections, and repealing certain ordinances.  1st reading.

F. ORDINANCE NO. 2006-26
An ordinance amending Chapter 125 of the Codified Ordinances of Orange Village to create the 
position of Finance Administrator and to permit the Finance Administrator to sign checks, and 
establishing the pay range of the Finance Administrator.  1st reading.

G.	Motion to authorize the purchase 25 sets of turnout gear for the Fire Dept. in the amount 
of $29,875 was made by Brown; seconded by Centanni.  FEMA will be reimbursing 20 sets ($24,000) 
through a fire grant.

H.	Motion to adopt the schedule of fines and waiver court costs in the Orange Village Mayor's 
Court was made by Perry; seconded by Soroky.

I.	Motion to accept the bid from F. Buddie Contracting, Ltd. in the amount of $14,700 for the 
Murcott Circle Drainage Outlet Repair Project was made by Brown; seconded by Perry.

G.	Motion to accept the bid from Schloss Paving Company in the amount of $241,323.75 for 
the Orange Meadow Lane and Jackson Road Resurfacing Project was made by Brown; seconded by 
Perry.

11.  Report of Council President
	Village Planner David Hartt will be here next week to discuss the Master Plan.
	
12.  Report of Mayor
	Received a thank you note from Pat Olexa.
	Cuy. Cty. Solid Waste District will need council to pass a resolution accepting the 
Management Plan.
University Hospitals will be issuing a press release announcing a new 200-bed hospital in 
Beachwood (Chagrin Highlands).

13.  Report of Council members
	Kluter:	Working with the Police and Fire Chief in determining date of next meeting.
		Sharon Delman Run will be August 6th at 8:30 am.

	Soroky:	Newsletter committee met - will be finalizing this issue on May 9th.
		Long Range Planning committee will meet May 17th at 7:00 pm.

	Braveman:  No report.

	Centanni:  PZ/ABR will be reviewing the Master Plan at next meeting.

	Perry:	No report.

	Brown:  Finance meeting May 10th at 7:00 pm to review 2007 budget.

14.  Motion to adjourn into executive session for the purpose of discussing prospective litigation 
was made by Perry; seconded by Centanni.  The Fire Chief and Building Commissioner were 
included in the meeting.
