SPECIAL MEETING/WORK SESSION
JULY 5, 2006








1.    Mark Bram, Council President, called the meeting to order at 8:04 pm.

Members absent:		Braverman
Others present:		Mayor Kathy Mulcahy		Stephen Byron, Law Director
			Chris Kostura, Police Chief	Brian Mader, Engineer
			David Hartt, Planner

Motion to excuse Councilman Braverman was made by Kluter; seconded by Brown.

No:	None

4.    Motion to confirm the appointment of Dustin Derbin as a Police Officer was made by Kluter; seconded by Centanni.

5.    Motion to adjourn the special meeting was made by Centanni; seconded by Soroky.

WORK SESSION:
6.    Old Business: Introduction and reconsideration of:
A.	ORDINANCE NO. 2006-17
An ordinance granting an area variance for an attached garage to Berns Custom Homes, Inc. at sublot 6 of the 
Waterford Court Subdivision.  3rd reading.
*Planning & Zoning Commission recommends council to approve Ordinance No. 2006-17.

B.	ORDINANCE NO. 2006-18
An ordinance granting an area variance for an attached garage to Justin Berns at sublot 7 of the Waterford 
Court Subdivision.  3rd reading.
*Planning & Zoning Commission recommends council to approve Ordinance No. 2006-18.

C.	ORDINANCE NO. 2006-19
An ordinance authorizing the modification or amendment of deed restrictions imposed on certain property by 
P & Y Development Co. Limited Partnership in favor of Orange Village.  3rd reading.
*Planning & Zoning Commission recommends council to approve Ordinance No. 2006-19.
*Will not be on the agenda next week – will be on the 8-9-06 agenda.

D.	ORDINANCE NO. 2006-21
	An ordinance granting a yard variance to Stanley Friedlander and Cheryl Karner, for their property 
at 38 Orchard Circle.  3rd reading.
*Planning & Zoning Commission recommends council to approve Ordinance No. 2006-21.

E.	ORDINANCE NO. 2006-23
An ordinance authorizing Orange Village, Ohio to become a member of, adopting the Code of Regulations of, 
and directing the Mayor to enter into the Membership Agreement, the Master Services and Consulting Agreement, 
and the Master Products Agreement with, the Northeast Ohio Sourcing Office.  3rd reading.



F.	ORDINANCE NO. 2006-24
An ordinance approving and adopting the Orange Village Master Plan, dated April 24, 2006.  2nd reading.
*Referred to the Planning & Zoning Commission.
*Referred to the Long Range Planning Committee.
*Will not be on the agenda next week.

G.	ORDINANCE NO. 2006-29
An ordinance amending subsection (a) of section 1148.02 of the Codified Ordinances of Orange Village to modify 
regulations related to attached garages and to repeal conflicting ordinances.  3rd reading.
*Planning & Zoning Commission recommends council to approve Ordinance No. 2006-29 as amended.
*Need to distribute the amended ordinance and the supplemental report from the planner to council.

H.	ORDINANCE NO. 2006-30
An ordinance accepting the pledge of the donation of, and authorizing the Mayor to accept for village ownership,
 approximately seven acres of real property with frontage on Miles Road.  2nd reading.


7.    New Business: Introduction and consideration of:
A.	ORDINANCE NO. 2006-25
An ordinance amending Chapter 1303 of the Orange Village Codified Ordinances to enact the Orange Village 
Residential Code of Ohio for one-, two-, and three-family dwellings, and repealing certain ordinances.  
1st reading, as amended.
