1.	Mark Bram, President of Council, called the meeting to order at 8:00pm.

4.	A motion to confirm the appointment of Tim Alder, Jr. as a full-time member of the Service Department 
	was made by Centanni; seconded by Perry.

	Oath of Office was administered by the Mayor

5.	A motion to confirm the appointment of Michael Dudash as a member of the Orange Village Fire 
	Department was made by Kluter; seconded by Perry.

	Oath of Office was administered by the Mayor

6.	A motion to confirm the appointment of Nicholas Kaminsky as a member of the Orange Village Fire 
	Department was made by Soroky; seconded by Kluter.

7.	Video Competition Agreement – Messrs. Dennis Dunn and Leo Spellacy representing AT & T Ohio were 
	present to answer questions from Council members.
	Councilman Centanni asked about the PEG program.
	Councilman Soroky asked for clarification on the impact of House Bill 117 on an agreement between the 	
	Village and AT & T.

8.	Mr. Jeremy Iosue representing Gortz & Associates was present to give members of Council an overview 
	of the Human Resource Survey and Audit he is conducting with the employees of Orange Village.
	Councilman Bram asked what other communities Gortz & Associates had worked with.
	Councilman Braverman asked how long Gortz  & Associates has been providing HR services.
	Councilman Soroky asked about procedures used to conduct interviews with employees. 
 
9.	A motion to accept the minutes of the May 9, 2007 regular meeting was made by Centanni; seconded by Perry.

10.	A motion to accept the minutes of the June 6, 2007 work session as amended was made by Centanni; 
	seconded by Soroky.

	Minutes were amended to delete a motion authorizing the purchase of a recording system for Council 	
	Chambers from the list of items requested by the Mayor item# 9. under Any other business for discussion.

11.	A motion to accept the April 2007 Treasurer’s Report was made by Brown; seconded by Perry.

12.	A motion to accept the May 2007 Tax Administrators Report was made by Kluter; seconded by Brown.

13.	A motion to approve the bills to be paid in the amount of $272,315.26 and additional expenses of $61,304.83 
	was made by Brown; seconded by Perry.

15.	Old Business: Introduction and consideration of:
A. 	ORDINANCE NO. 2007-5
	An ordinance authorizing and directing the Mayor to enter into agreements with the City of Cleveland to 	
	transfer the ownership and replacement obligations of the Village’s municipal waterlines to the City of 	
	Cleveland and create a Joint Economic Development Zone. 3rd Reading

	A motion to adopt Ordinance No. 2007-5 was made by Perry; seconded by Brown.

B.	ORDINANCE NO. 2007-10
	An ordinance amending Section 179.01 of the Orange Village Records Codified Ordinances to establish 	
	terms for the members of the Records Commission and repealing certain ordinances. 3rd Reading
	
	A motion to adopt Ordinance 2007-10 was made by Perry, seconded by Brown.

C.	ORDINANCE NO. 2007-11
	An ordinance authorizing the Mayor to enter into a mutual aid agreement to share Service Department 	
	equipment and personnel. 3rd Reading
	Agreement with Chagrin Valley Intergovernmental Council Communities.

	A motion to adopt Ordinance No. 2007-11 was made by Centanni; seconded by Perry.

D.	ORDINANCE NO. 2007-12
	An ordinance authorizing the Mayor to enter into a Video Competition Agreement with AT & T Ohio. 
	3rd Reading
	The Planning and Zoning Commission recommends Council to pass Ordinance 2007-12.

	A motion to adopt Ordinance No. 2007-12 was made by Perry; seconded by Brown.

E.	ORDINANCE NO. 2007-14
	An ordinance amending Section 1142.06 of the Codified Ordinances of Orange Village to clarify the 	
	standards and procedures by which requests for variances shall be considered, as amended. 3rd Reading
	The Planning & Zoning Commission recommends Council pass Ordinance No. 2007, as amended.
	
	A motion to adopt Ordinance No. 2007-14 was made by Perry; seconded by Brown.

G.	ORDINANCE NO. 2007-15
	An ordinance amending 1521.03 0f the Codified Ordinances of Orange Village to modify regulations 	
	related to the drilling of Oil and gas wells. 3rd Reading

	A motion to adopt Ordinance No. 2007-15 was made by Perry; seconded by Brown.

H.	ORDINANCE NO. 2007-16
	An ordinance amending Section 147.16 of the Orange Village Codified Ordinances to clarify Village and 	
	employee responsibilities for certain insurance coverage payment, as amended. 3rd Reading

	A motion to adopt Ordinance No. 2007-16 was made by Perry; seconded by Brown.

I.	ORDINANCE NO. 2007-18
	An ordinance enacting Section 143.15 of the Code of Ordinance of Orange Village to establish the position 	
	of, and stipend for, “Police/Safety Officers,” for employees in the Police Department who are not a part of 	
	the collective bargaining unit. 2nd Reading

16.	New Business: Introduction and consideration of:
A.	ORDINANCE NO. 2007-19
	An ordinance amending Section 111.03 of the codified ordinances of the Village to set the compensation of 	
	the Members and President of the Orange Village Council. 1st Reading
	Special Meeting and Public Hearing on Wednesday, July 25, 2007.

B.	ORDINANCE NO. 2007-20
	An ordinance amending Subsection (a) Section 121.04 of the Codified Ordinances of the Village to set the 	
	Mayor’s compensation and replacing certain ordinances. 1st Reading
	Special Meeting and Public Hearing on Wednesday, July 25, 2007.

C.	ORDINANCE NO. 2007-21
	An ordinance amending Section 337.26 of the Codified Ordinances of the Village to require the installation 	
	and use of a child restraint system that meets Federal Motor Vehicle Standards in certain motor vehicles 	
	operating within the Village and determining standards for enforcement of such requirements. 1st Reading

	A motion to suspend the rules was made by Perry; seconded by Braverman.

D.	ORDINANCE NO. 2007-22
	An ordinance levying special assessments for the improvement of Emery Road from Lander Road westerly 
	to the corporate line of the Village by installing water mains and connections thereto in the public right of 	
	way, together with all the necessary appurtances in accordance with Resolution 2005-5, adopted May 18, 2005, 
	as amended, and declaring an emergency. 1st Reading
	The date in Section 1 of this ordinance was changed from May 16, 2005 to May 18, 2005.

	A motion to suspend the rules was made by Perry; seconded by Brown.

	A motion to adopt Ordinance No. 2007-22, as amended, was made by Perry; seconded by Brown.

E.	ORDINANCE NO. 2007-23
	An ordinance authorizing the Mayor to enter into a contract with City Architecture, Inc. to perform 	
	preliminary architectural services for Orange Village. 1st Reading
	The Mayor asked Council to suspend the rules.

	A motion to suspend the rules was made by Perry; seconded by Brown.

	A motion to adopt Ordinance No. 2007-23, as amended, was made by Perry; seconded by Brown.

F.	ORDINANCE NO. 2007-24
	An ordinance authorizing the Mayor to enter into an agreement with the Ohio Department of Transportation, 
	and take any other action necessary to participate in the bulk purchasing of road salt for the 2007-2008 
	Winter Season.  1st Reading

	A motion to suspend the rules was made by Soroky; seconded by Brown.

	A motion to adopt Ordinance No. 2007-24 was made by Perry; seconded by Brown.

G.	RESOLUTION NO. 2007-5
	A resolution giving consent to the Director of Transportation to partially resurface and spot repair Chagrin 	
	Boulevard (S.R. 87) from the City of Beachwood/Village of Orange corporation line to the Orange/Woodmere 
	Village corporation line to the City of Pepper Pike/Village of Orange corporation line 	
	a total distance of 0.55 mile more or less in the Villages of Orange and Woodmere.

	A motion to adopt Resolution 2007-5 was made by Brown, seconded by Centanni.

H.	A motion authorizing the purchase of the recording system with microphones and sub-mixer for Council 	
	Chambers from Northeast Projections Inc. (NPI) for $4,600.00 as specified in NPI Quote No. 71480C was 	
	made by Soroky; seconded by Kluter. 
		Ayes:	Soroky, Kluter, Centanni, Perry, Brown, Braverman, Bram
		Nays:	None

17.	Audience comments relative to all subjects.
	Mr. Harry Kerkheide of Lander Road commented on the construction of a new house on the corner of Miles 	
	and Lander Road, which is next door to his home.
 
18.	Report of the Council President.
	- Town Hall Meeting with the Cuyahoga County Planning Commission and Special Meeting and Public 	
	- Hearing on Wednesday, July 25, 2007.

19.	Report of the Mayor.
	- Bakerwell water blockage treatment system on well in the Park
	- State Auditors to be at Village Hall next week working of the audit of 2006.
	- Replacement pages for the Master Plan for Land Use were distributed.






20.	Report of Council Members.
	Kluter		- Enforcement of Ordinance 2007-13  in existing homes.
			- Requested that Council discuss the warning siren survey.
			- The Police Chiefs of Orange Village and Solon will be discussing the heavy traffic on 				
			- Miles  Road.
			- Creating an ad hoc committee to focus on “Green Technology.”
	Brown		- No report.
	Braverman	- No report
	Soroky		- Council newsletter will be completed and ready for the printer next week.
	Centanni	- Planning & Zoning Commission continues discussion on Ordinance 2007-17.
	Perry		- No report.
 
21.	A motion to adjourn to executive session for the purpose of discussing employee compensation and prospective 
	litigation was made by Perry; seconded by Soroky.

	Nays:	None

	Jeremy Iosue of Gortz & Associates and Department Heads were invited into executive session.
   Councilman Brown left the meeting at 10:30pm.
