1.     Mark Parks, Council President, called the Work Session to order at 8:00 p.m.

4.  Motion to approve the minutes of the Regular Council Meeting of July 11th made by Perry; 
seconded by Kluter

5.  Motion to approve the minutes of the Work Session/Special Meeting of August 1st made by

6.  Motion to approve the Treasurer’s Report of June 30, 2012 made by Brown; seconded by Perry

8.  Discussion of the Bills to be Paid for August, 2012 in the amount of $155,201.91 and additional 
expenses of  $26,923.54.

10.  Old Business Discussion of Pending Legislation	

A. ORDINANCE 2012-4 – AS AMENDED
An Ordinance amending certain sections of Chapter 775 of the Codified Ordinances 
of the Village to provide for taxation of gambling winnings in excess of Ten Thousand Dollars 
($10,000.00) 3rd  Reading

A motion was made by Braverman; seconded by Perry to amend Ordinance 2012-4 to read $600.00
	AYES: Perry, Braverman. Parks
    	NAYS: Bonk Kluter, Duber, Brown

A motion was made by Perry; seconded by Brown to adopt Ordinance 2012-4 As Amended at $10,000.

11.   New Business – Introduction and consideration of legislation and motions

          
A. ORDINANCE 2012-6
An Ordinance authorizing the Treasurer to transfer certain funds from the 101 General Fund 
to the 401 Capital Improvement Fund. 1st Reading

A motion was made by Brown; seconded by Perry to suspend the rules.

A motion was made by Perry; seconded by Brown to adopt Ordinance 2012-6

B. ORDINANCE 2012-7
An Ordinance authorizing the Mayor to accept a storm sewer and drainage easement from Ayad Rahim. 
1st Reading

A motion was made by Brown; seconded by Braverman to suspend the rules.

A motion was made by Brown; seconded by Braverman to adopt Ordinance 2012-7

C. ORDINANCE 2012-8
An Ordinance authorizing the Mayor to accept a storm sewer and drainage easement from 
Chase W. Darling 1st Reading

A motion was made by Brown; seconded by Perry to suspend the rules.

D. ORDINANCE 2012-9
An Ordinance authorizing the Mayor to accept a storm sewer and drainage easement 
from Douglas L. Vesely 1st Reading

A motion was made by Brown; seconded by Braverman to suspend the rules.

E. ORDINANCE 2012-10
An Ordinance authorizing the Mayor to enter into an agreement with Walter & Haverfield LLP, 
effective from September 1, 2012 through December 31, 2012, and declaring an emergency. 
1st Reading. 

A motion was made by Perry; seconded by Brown to suspend the rules.
	AYES: Perry, Kluter, Duber, Brown, Parks
	NAYS: Bonk
    	ABSTAIN: Braverman

A motion was made by Perry; seconded by Brown to adopt Ordinance 2012-10

F. A. motion to accept the lowest and best bid for the Pike Drive Storm Sewer Program  from Monte 
Construction in the amount of $101,102.50. was made by Brown; seconded by Braverman.

	NAYS: None

G. A motion to authorize the Village Engineer to  prepare plans and specifications and the Clerk to 
advertise for bids for the Orangewood Culvert Replacement Project by Brown; seconded by Kluter
	AYES: Bonk, Perry, Braverman, Kluter, Duber, Brown, Parks
	NAYS: None

12.  Committee Reports by Council Members
	Duber – 	Met to revise Orange Village Park Plan
	Bonk – 	Does not advise Finance to buy Muni Bonds
                       	Stormwater Meeting – Violation by EPA – Council did not received this letter – 
		Would like to eliminate Stormwater Committee and Roads and Infrastructure Committee.
	Braverman – P & Z Meeting – Presentation by Bialosky on September 5 Work Session
	Kluter – 	CARES seeking volunteers
	Brown – 	No report
	Perry – 	Attended P & Z Meeting to hear Biolosky presentation
