1.  Work Session called to order by Mark Parks, Council President, at 8:00 p.m.

4.  Old Business: Discussion of Pending Legislation 


	A. ORDINANCE 2012-16
	An Ordinance granting a height variance to Bethlehem Baptist Church for property located at 27300 Emery 
	Road. 3rd  Reading. Referred to P & Z. Passed unanimously by P & Z. Public Hearing will be held January 9th

	B. ORDINANCE 2012-18
	An Ordinance appointing the Law Director and authorizing the Mayor to enter into an agreement with Walter 
	& Haverfield LLP effective from January 1, 2013 through December 31, 2013, and declaring an emergency 
	2nd  Reading

	C. ORDINANCE 2012-19 AS AMENDED
	An Ordinance appointing Blair N. Melling as the Prosecutor of Orange Village, and providing compensation 
	for the Prosecutor and declaring an emergency. 2nd  Reading

	D. ORDINANCE 2012-20
	An Ordinance approving and confirming the appointment of Stephen Hovancsek & Associates, Inc., as 
	Orange Village Engineer, repealing certain ordinances and declaring an emergency. 2nd t Reading.

	E. ORDINANCE 2012-21
	An Ordinance amending Section 147.16 of the Codified Ordinances of Orange Village to change the 
	contribution and benefit structures of the Employee Health Insurance Benefit and declaring an emergency. 
	2nd Reading Administration requests suspension of the rules at the December 
	12th Regular Council Meeting.

	F. ORDINANCE 2012-22
	An Ordinance to make annual appropriations for current expenses and other expenditures of Orange Village 
	during the calendar year 2013. 1st Reading. Administration requests suspension of the rules at the December 
	12th Regular Council Meeting.
	
	G. ORDINANCE 2012-23
	An Ordinance to make annual amended appropriations for current expenses and other expenditures of Orange 
	Village during the calendar year 2012. 1st Reading Administration requests suspension of the rules at the 
	December 12th Regular Council Meeting.

	An Ordinance to make annual amended appropriations for current expenses and other expenditures

	C. A motion to accept the lowest and best bid for the Service Center Facility from Seitz Builders for
	$2,007,020.00 made by Perry; seconded by Brown.  Bob Zugan explained some issues to Council.

	A motion to go into Executive Session to discuss prospective litigation with Law Director and Bob Zugan
	AYES: Duber, Brown, Bonk, Perry, Braverman, Kluter, Parks
	NAYS: None
	Executive Session began at 8:40 p.m. 
	
	Reconvened Special Meeting at 9:00 p.m.

	A motion to table accepting the lowest and best bid for the Service Center Facility from Seitz
	Builders for  $2,007,020  made by Duber; seconded by Bonk

	AYES: Duber, Bonk
	NAYS: Brown, Perry, Braverman, Kluter, Parks

	Motion failed

	Vote on accepting the lowest and best bid for the Service Center facility from Seitz Builders for 
	$2,007,020 after motion to table failed.
