1.     Mark Parks, Council President, called the Special Meeting  to order at 8:00 p.m.

	Others present:	Mayor Mulcahy
			Steve Byron – Law Director
			Bob Zugan – Service Director
			David Bloom – Treasurer
			Bob Wilson – Fire Chief
			Brian Mader – Village Engineer

4.	Motion to confirm Kyle Witczak as a member of the Orange Fire Department made by Kluter; 
	seconded by  Perry
	AYES: Braverman, Kluter, Duber, Bonk, Perry, Parks
	NAYS: None

	The Mayor administered the oath of office to Kyle Witczak.

5.  Old Business Discussion of Pending Legislation	

	A. ORDINANCE 2012-11
	An Ordinance to adopt the Solid Waste Management Plan for the Cuyahoga County Solid Waste 
	Management District. 3rd  Reading.

	A motion to adopt Ordinance 2012-11 made by Perry; seconded by Duber
	AYES: Braverman, Kluter, Duber, Bonk, Perry, Parks
	NAYS: None

6.   New Business – Introduction and consideration of legislation and motions

	A. ORDINANCE 2012-14
	An Ordinance to amend Section 143.17 of the Codified Ordinances of the Village of Orange. 1st Reading.

	B. Motion to accept the lowest and best bid of  $246,928.00 from Trax Construction for the 
	Orangewood Culvert Replacement Program made by Perry; seconded by Kluter.
	AYES: Braverman, Kluter, Duber, Bonk, Perry, Parks
	NAYS: None

	Cindy Wylie’s Orange Representative’s term is up – will become at large
	Kim Szymanski is new representative for Orange Recreation
	Brainard Road Express Main Improvement
	Merger/Shared Services Study RFP issued
	Fire Department Health Fair – Sunday, October 7

	and compensation of employees
