1.     Mark Parks, Council President, called the Work Session to order at 8:00 p.m. 

2      Pledge of Allegiance

	Others present:	Kathy Mulcahy – Mayor  
			Steve Byron – Law Director
			David Bloom – Treasurer
			Bob Zugan – Service Director
			Brian Mader - Village Engineer

4.  Old Business: Discussion and consideration of Pending Legislation	

A. ORDINANCE 2011-24
An Ordinance amending Section 107.01 of the Codified Ordinances of Orange Village 
relating to contract procedure. 3rd  Reading.  Discussion ensued 

5.	New Business Discussion of New Legislation and Motions

A. ORDINANCE 2011-25
An Ordinance authorizing the Mayor to enter into an agreement with the City of Solon for 
prisoner housing  services. 1st Reading

B.  ORDINANCE 2011-26
An Ordinance amending various sections of Chapter 1377, Comprehensive Storm Water 
Management, of the Codified Ordinances of Orange Village, and repealing various sections 
of Chapter 1377. 1st Reading Brian Mader , Village Engineer explained this Ordinance and 
Ordinance 2011-27.

C. ORDINANCE 2011-27
An Ordinance amending Section 1378.02, Definitions, and Section 1378.08, 
Performance Standards, of the Codified Ordinances of Orange Village relating to 
Erosion and Sediment Control and repealing existing  Section 1378.02 and existing 
section 1378.08. 1st Reading

D. ORDINANCE 2011-28
An Ordinance amending certain sections of Chapter 1331 of the 
Codified Ordinances of Orange Village relating to Prohibited Conditions, authorizing an 
appeal of a determination and amending the  penalties for unsafe dwellings and structures. 
Added to the agenda. 1st Reading

E. RESOLUTION 2011-5
A Resolution accepting the amounts and rates as determined by the Budget 
Commission and authorizing the necessary tax levies and certifying them to 
the County Fiscal Officer.

F  A motion to accept the lowest and best bid of $315,760.00 from Specialized Construction 
for the 2011 Asphalt Maintenance Program

7.      Comments by Council
	Bonk – No comments

	Braverman – Salute to Orange

	Kluter – Seniors and disabled may need help with garage and recycling cans
	
	Brown –	Recommended beginning a committee of residents to evaluate how we  
              	can help senior citizens. Requested the Mayor to include an analysis of costs 
	savings through shared services with the school board during the County 
	analysis of the mergers between the communities

	Perry – No comments

8.     Comments by the Mayor – Salute to Orange – Thanks to Bob Zugan and staff

9      Comments by the Council President 
	– David Bloom will attend the Sunshine Law Training and can represent 
	Council and the Mayor on September 23.  Clerk will draw up a motion. 
	for next meeting.
	- Will set up Candidate’s Night on October 5 at the Village Hall after the 
	Work Session.

10.    Adjourn Work Session at 9:40 p.m.
