1.     Mark Parks, Council President, called the Regular Meeting to order at 8:00 p.m.

11.  Old Business: Discussion and consideration of Pending Legislation	

	A. ORDINANCE 2010-38
	An Ordinance establishing the compensation of the Fire Chief, repealing 
	certain Ordinances and declaring an emergency. 3rd Reading

	Much discussion ensued from Council. Their comments are available on tape.

	
	Motion to adopt Ordinance 2010-38 made by Perry; seconded by Brown
	Ayes:  Perry, Braverman, Brown, Parks

	B. ORDINANCE 2011-8
	An Ordinance providing a fee for connecting directly or indirectly with certain 
	water mains located in certain rights of way of Orange Village, providing a 
	penalty for violating this ordinance, and declaring an emergency. 2nd  Reading

	C. ORDINANCE 2011-9
	An Ordinance providing a fee for connecting directly or indirectly with a certain 
	water main located in the East Woodcrest right of way in Orange Village, 
	providing a penalty for violating this Ordinance, and declaring an emergency. 
	2nd  Reading.

	Motion to suspend the rules made by Braverman; seconded by Perry

	D. ORDINANCE 2011-10 
	An Ordinance authorizing the Mayor to enter into the First Amendment 
	to the agreement for professional design services between Orange Village 
	and Bialosky & Partners Architects, LLC, and declaring an emergency. 
	3rd  Reading.

	Motion to adopt Ordinance 2011-10 made by Braverman; seconded by Perry
	Ayes:  Perry, Braverman, Kluter, Bram, Brown, Bonk, Parks
    	Nays:  None

	E. ORDINANCE 2011-11
	An Ordinance authorizing an agreement with Woodbran Realty Corporation 
	for the provision of sanitary sewer service within the corporate limits of 
	Orange Village. 2nd  Reading.

	F. ORDINANCE 2011-12
	An Ordinance granting a sign size variance to Lakeshore Learning Store, 
	located at 27450 Chagrin Boulevard. 2nd  Reading – Referred to P & Z.

	G. ORDINANCE 2011-13
	An Ordinance authorizing the Mayor to enter into a purchase and sale of 
	lease and successor lease agreement with AP Wireless Infrastructure 
	Partners LLC. 2nd Reading

12.   New Business Discussion of New Legislation and Motions

	A. ORDINANCE 2011-14
	An Ordinance amending Subsection (d) of Section 337.27 of the Codified 
	Ordinances of Orange Village relating to seat belts. 1st Reading.

	B.  ORDINANCE 2011-15
	An Ordinance authorizing the Mayor to enter into a collective bargaining 
	agreement with the Fraternal Order of Police, Ohio Labor Council, Inc., 
	and declaring an emergency. 1st Reading

	C.  A motion to accept the lowest and best bid of $127,610.00 from 
	TC Construction Company for the 2011 Miscellaneous Concrete Repair 
	Program made by Brown; seconded by Kluter

    	Nays:  None

	D.  A motion to accept the lowest and best bid of $27,000.00 from 
	Lightning Demolition for the demolition of the Rectory Building made by
