1.     Mark Parks, Council President, called the Regular Council Meeting to order at 8:00 p.m.

4. Motion to approve the minutes of the Regular Meeting of  November 9, 2011 made by Brown; seconded by

5.  Motion to approve the minutes of the Work Session of December 7 made by Kluter; seconded by Brown

6. Motion to approve the Treasurer’s Report of October 31, 2011 made by Braverman;
    seconded by Brown.

7. Motion to approve the Tax Administrator’s report of November 30, 2011 made by Brown; seconded by
    Perry

8.  Questions regarding the Bills to be Paid for December in the amount of  $467,679.89 and additional expenses of 
     $36,146.16 were discussed.

	A. ORDINANCE 2011-29
An Ordinance authorizing the Mayor to enter into an agreement with the City of Bedford  Heights for 
Prisoner Housing Services. 3rd   Reading

	B. RESOLUTION 2011-6 - Amended
A Resolution adopting the Cuyahoga County Business Attraction and Anti-poaching 
Protocol, authorizing the  Mayor to enter into the Business Attraction and Anti-poaching 
Protocol Agreement  3rd  Reading

	C. ORDINANCE 2011-30
An Ordinance granting a maximum accessory building area variance to Jeffrey T. Foster 
and Kristine M. Henige for property located at 4570 Lander Road, Orange Village, Ohio. 
2nd Reading – Referred to P & Z – P & Z stated that no variance is needed. 
Please defeat this ordinance.

An Ordinance amending Section 521.06 of the Codified Ordinances of 
Orange Village to provide for the removal of snow on sidewalks in Village 
Business Districts. 2nd Reading

	E. ORDINANCE 2011-32
An Ordinance determining a tire showroom and automotive service facility 
to be a similar U-4 District use and granting a Special Use Permit to Conrad’s 
Tire Realty Company, Inc. for the property located at 27370 Chagrin Boulevard. 
2nd  Reading – Referred to P & Z – 3rd Reading will be on January 4, 2012 with 
a Public Hearing at that time.

	F. ORDINANCE 2011-33
An Ordinance granting a front yard setback variance and a side yard variance to Russell 
Rogers for his property located at 3941 White Oak Trail. 2nd  Reading. – Referred to P & Z

11. New Business Discussion of New Legislation and Motions 

	A. ORDINANCE 2011-34
An Ordinance approving and confirming the appointment of Stephen Hovancsek & 
Associates, Inc., as Orange Village Engineer and repealing certain ordinances. 1st Reading

	B. ORDINANCE 2011-35	
An Ordinance appointing Blair N. Melling as the Prosecutor of Orange Village, and providing 
compensation for the Prosecutor. 1st Reading

	C. ORDINANCE 2011-36
An Ordinance authorizing the Mayor to enter into an agreement with Ice Miller LLP, 
effective from January 1, 2012 through December 31, 2012. 1st Reading

	D. ORDINANCE 2011-37
An Ordinance to make annual amended appropriations for current expenses and 
other expenditures of Orange Village during the calendar year 2011. 1st Reading

	F. ORDINANCE 2011-39
An Ordinance agreeing to change a portion of the boundary of Orange Village with 
the City of Pepper Pike. 1st Reading – Council requested a plat map from 
Bob Zugan for the next meeting

	G. ORDINANCE 2011-40
An Ordinance approving the editing and inclusion of certain Ordinances as parts 
of the various component codes of the Codified Ordinances of Orange Village, Ohio, 
and declaring an emergency. 1st Reading

	H  Motion to declare the following equipment as surplus property. 
1 – 1993 Ford /New Holland 555 Backhoe and 1 – GMC Panel Van. made 
by Perry; seconded by Brown
