1.     Mark Parks, Council President, called the Regular Council Meeting to order at 8:00 p.m. 

2      Pledge of Allegiance

	Members absent:   None 
	Others present:	Kathy Mulcahy – Mayor

4.  Presentation about Ed Jeres, Cuyahoga County Regional Collaboration Director 

5. Motion to approve the minutes of the Regular Meeting of  September 14, 2011 
    made by Braverman; seconded by  Perry

6. Motion to approve the Treasurer’s Report of August 31, 2011 made by Perry;
    seconded by Braverman.

7. Motion to approve the Tax Administrator’s report of September 30, 2011 made by Kluter; 
    seconded by Perry

8.  Questions regarding the Bills to be Paid for October in the amount of  $134,916.74 and 
     additional expenses of $28,877.52 were discussed.

10.  Old Business: Discussion and consideration of Pending Legislation	

	A. ORDINANCE 2011-25
	An Ordinance authorizing the Mayor to enter into an agreement with the City of Solon 
	for prisoner housing Services. 2nd  Reading

	B.  ORDINANCE 2011-26
	An Ordinance amending various sections of Chapter 1377, Comprehensive Storm 
	Water Management, of the Codified Ordinances of Orange Village, and repealing various 
	sections of Chapter 1377. 2nd  Reading

	C. ORDINANCE 2011-27
	An Ordinance amending Section 1378.02, Definitions, and Section 1378.08, 
	Performance Standards, of the Codified Ordinances of Orange Village relating 
	to Erosion and Sediment Control and repealing existing    
           	Section 1378.02 and existing section 1378.08. 2nd Reading

	

	D. ORDINANCE 2011-28
	An Ordinance amending certain sections of Chapter 1331 of the Codified 
	Ordinances of Orange Village relating to Prohibited Conditions, authorizing 
	an appeal of a determination and amending the  penalties for unsafe dwellings 
	and structures. 2nd  Reading

11. New Business Discussion of New Legislation and Motions 

	A. ORDINANCE 2011-29
	An Ordinance authorizing the Mayor to enter into an agreement with the 
	City of Bedford  Heights for Prisoner Housing Services. 1st  Reading

	B. RESOLUTION 2011-6
	A Resolution adopting the Cuyahoga County Business Attraction and Anti-poaching 
	Protocol, authorizing the Mayor to enter into the Business Attraction and Anti-poaching 
	Protocol Agreement, and declaring an emergency. 1st Reading

	Motion to remove “and declaring an emergency” from Resolution 2011-6 made by 
	Braverman; seconded by Kluter

15. Comments by the Mayor –  Need motion to purchase Light Poles for Orange Place

       A motion to accept the bid of Light Poles Plus for $23,610 to purchase 15 light poles for Orange Place was 
       made by Brown;  seconded by Kluter.
