12.  Old Business: Discussion and consideration of Pending Legislation	

A. ORDINANCE 2010-34
An Ordinance amending Sections 1327.01 and 1327.07 of the Codified Ordinances 
and enacting new Section 1327.10 of the Codified Ordinances to provide for the 
transfer of unclaimed Building Department deposits to the General Fund in a manner 
consistent with the Ohio Revised Code. 3rd  Reading.



Motion to adopt Ordinance 2010-34 made by Brown; seconded by Kluter

B. ORDINANCE 2010-35
An Ordinance amending Section 913.02 of the Codified Ordinances of Orange 
Village to provide for the approval and adoption of the most recent version of the 
uniform standards for sewage improvement 3rd  Reading

Motion to adopt Ordinance 2010-35 made by Brown; seconded by Kluter

C ORDINANCE 2010-36 - Amended
An Ordinance authorizing an Income Tax Amnesty Program to encourage the 
payment of delinquent taxes, amending Section 775.23 of the Codified Ordinances 
to amend the interest rate due on unpaid taxes, and declaring an emergency. 3rd  Reading

Motion to adopt Ordinance 2010-36 (Amended) made by Kluter; seconded by Brown

Motion to table Ordinance 2010-36 (Amended) made by Bonk; seconded by Bram

Motion to table takes precedence over motion to adopt.

13.  New Business Discussion of New Legislation and Motions

The President of Council asked for a motion to add Ordinance 2011-3 to the agenda. 
Council members Bonk, Kluter and Bram objected. The Ordinance was not added.

	A. ORDINANCE 2011-1
An Ordinance approving the editing and inclusion of certain Ordinances as parts of the 
various component Codes of the Codified Ordinances of the Orange Village, Ohio, 
and declaring an emergency. 1st Reading

Motion to suspend the rules made by Brown; seconded by Kluter

		Nays:	None

Motion to adopt Ordinance 2011-1 made by Kluter; seconded by Brown

B.  ORDINANCE 2011-2
An Ordinance granting a side yard setback variance to Villas of Orange, Inc. for property
located at 420 Blossom Lane, Villas of Orange, Lot 41. 1st Reading – Referred to P & Z.

C.  RESOLUTION 2011-1
A Resolution requesting the County Auditor and Treasurer to advance taxes in 
accordancewith the Ohio Revised Code and declaring an emergency. 

Motion to adopt Resolution 2011-1 made by Brown; seconded by Kluter

		Nays:	None

D.  Motion to authorize the Village Engineer to prepare plans and specifications and the 
Clerk to advertise for bids for the 2011 Concrete Repair Project made by Brown; 
seconded by Kluter

	Motion was made to waive the attorney client privilege on the Law Director’s 
	memorandum dealing with the qualifications for a full-time fire chief to hold the office

	Met with all Council members on discord 
	- Protocol change is once you speak you cannot speak again until 
	everyone who wants to speak has done so.
	 - Discuss key issues in a council meeting
	 - Goal of transparency – meeting should be Pod Cast
	 - Educational component, i.e. – Cancer Awareness, Finance, Environment
	- Marketing the Village of Orange Village
	- Respectable well-run meetings
