WORK SESSION
1. Dan Brown, Council President, called the Work Session to order at 8:00 p.m.

4. Old Business Discussion of Pending Legislation
A. ORDINANCE 2010-3
An Ordinance authorizing the Mayor to enter into an agreement with the Catholic Diocese
of Cleveland for the purchase of St. Margaret of Hungary Parish property located at
4680 Lander Road, and declaring an emergency. 3rd Reading
Discussion ensued about Baldwin Wallace study, combining services, financial concerns and
environmental issues.
B. Discussion of Sewer Rate Study Proposal - Two proposals submitted - a recommendation
was made to accept the proposal of Sterns and Wheler. A motion will be placed on the agenda
for the Council Meeting of March 10.
5. New Business Discussion of New Legislation and Motions
A. ORDINANCE 2010-4
An Ordinance authorizing the Mayor to enter into an agreement with the Ohio Department
of Transportation and take any other action necessary to participate in the bulk purchasing
of road salt for the 2010?2011 winter season and declaring an emergency. 1st Reading.
B. ORDINANCE 2010-5
An Ordinance amending Chapter 125 of the Codified Ordinances to authorize the Treasurer to
make declarations of official intent under U.S. Treasury regulation with respect to reimbursements
from proceeds of bonds, notes or other obligations of temporary advances made for payments prior
to issuance, and related matters. 1st Reading
This Ordinance will preserve options for financing.
C. RESOLUTION 2010-2
A Resolution enacted by the Village of Orange, Cuyahoga County, Ohio hereinafter referred to as
the Local Public Agency (LPA), in the matter of the stated described project to upgrade the traffic
signals at the Chagrin Boulevard and Orange Place intersection located in the Village of Orange
and Woodmere.
Law Director to clarify Section 4 about maintenance and relocation costs.
D. ORDINANCE 2010- For Discussion
An Ordinance authorizing the Mayor to convey Orange Village?s interest in the
Mount Hope cemetery to the City of Solon.
Orange Village owns part of the cemetery (the area is not defined) and can convey it to the
City of Solon or pay maintenance. A Quit Claim Deed was suggested when the exact area is identified.
E. Discussion regarding administrative vs legislative role in variance requests
Council would like to maintain authority over granting a variance using an administrative
process and Conclusions of Fact.
F. Discussion of Government Consolidation Grant and Baldwin Wallace Study
Baldwin Wallace Study should be ready in approximately one week. Orange Village
applied for two Efficient Government Grants.
