1.	Dan Brown, Council President, called the Work Session to order at 8:00 p.m. 

2.     	Pledge of Allegiance

           	Members absent:     	None
	Others present:		Kathy Mulcahy - Mayor
				Steve Byron – Law Director
				Mary Kampman – Clerk of Council

4.     Presentation by Cindy Wiley from Orange Schools concerning levy.

5.    Presentation by Matt Hils of Behnke Associates on the Chagrin Falls Region 
       Alternative Transportation Study.

6.    Old Business Discussion of Pending Legislation
       No old business or pending legislation at this time

7.    New Business Discussion of New Legislation and Motions

A. ORDINANCE 2010-23
An Ordinance authorizing the Mayor to submit an application to the Cuyahoga County Municipal Energy 
Program for Energy Audit Services and Energy Efficiency and Conservation Projects and declaring 
an emergency.  1st Reading
The administration requests the rules be suspended.

B. ORDINANCE 2010-24
An Ordinance amending subsection (b) of Section 111.02 of the Codified Ordinances of Orange Village 
to provide for the publication of the Newsletter on a quarterly basis. 1st Reading. 
This would change Codified Ordinance from bi-monthly to quarterly.

C. ORDINANCE 2010-25
An Ordinance determining an automotive collision center to be a similar harmonious and 
compatible U-7 District Use and granting a Special Use Permit to Great Expectations on behalf of 
Michael J. Giarrizzo, for the property located at 27100 Chagrin Boulevard. 1st Reading
Discussion of automotive collision center ensued.

D. ORDINANCE 2010-26
An Ordinance amending Chapter 1365 of the Codified Ordinances of Orange Village relating to 
flood and mudslide hazards and repealing existing Chapter 1365. 1st Reading
Required to be eligible for FEMA Flood Insurance.

E. ORDINANCE 2010-27
An Ordinance amending various sections of Chapter 155 of the Codified Ordinances of the Village 
relating to substance abuse testing for certain employees, and declaring an emergency. 1st Reading
Needed to update to comply with Federal law.

F. ORDINANCE 2010-28
An Ordinance amending Section 139.05 of the Codified Ordinances of Orange Village to require 
Service Department members to be in good standing in order to receive additional compensation. 1st Reading

G. RESOLUTION 2010-16
A Resolution accepting the amounts and rates as determined by the Budget Commission 
and authorizing the necessary tax levies and certifying them to the County Auditor.
The administration requests the rules be suspended.

David Paulus, 28300 Jackson Road – Questioned  literature on purchase of church property
William Bennett, 55 West Orange Hill Circle – Questoned literature on purchase of church property

       	 Braverman – In favor of land acquisition
       	 Kluter – Property acquisition should be done by vote of residents
		Urge residents to attend Cancer Awareness Program, 
		Wednesday, November 17 at 7:30 p.m. in    Council Chambers
       	 Parks – Opposition needs to discuss land acquisition in public forum
       	 Perry – In favor of land acquisition

10.     Comments by Mayor – Land Acquisition
	Negative campaign Literature
	Next Town Hall Meeting October 20th at 7 p.m. Would like to debate this opposition.
	Chargrin River Watershed Partners stated Sterncrest Storm Water Project has been a   
	great success and they want to study it for another year.
