11. Old Business Discussion of Pending Legislation
A.ORDINANCE 2009-16
An Ordinance amending Section 775.03 of the Codified Ordinances of the Village to
provide for taxing royalty income from oil and gas well production in the Village.
2nd Reading Law Director to amend the language in this ordinance to cover all royalties.
B. ORDINANCE 2009-17
An Ordinance amending Chapter 931 of the Codified Ordinances of Orange Village
to provide uniform guidelines for residents and employees regarding the utilization
of the various Municipal Facilities available for public use within Orange Village. 2nd Reading
12. New Business Discussion of New Legislation and Motions
A. ORDINANCE 2009-18
An Ordinance authorizing and directing the Mayor to apply for financial
assistance from the State Issue I Ohio Public Works commission (OPWC) Infrastructure
Bond Program for the funding of a capital infrastructure improvement project and
declaring an emergency. 1st Reading The Mayor is applying for 70% (Orange) - 30% funding.
The Mayor requests that Council suspend the rules.

of Orange Village relating to Demolition Permit Fees, and repealing certain ordinances.

An Ordinance amending Section 775.27 of the Codified Ordinances of Orange Village
to provide for the correct Ohio Revised Code Reference, and repealing certain ordinances.

to provide for additional regulations of oil and gas well permit holders. 1st Reading
E. ORDINANCE 2009-22
An Ordinance authorizing the Mayor to enter into an agreement for the purchase of
certain real property from Kathy Justin and Father Ladislaus Rosko, and declaring an
emergency. 1st Reading
F. A motion authorizing the Mayor to enter into a "state coop. program" contract,
authorized by the Ohio Revised Code and Section 107.01(d) of the Village's Codified
Ordinances, for the purchase of a cabin chassis vehicle from state contractor,
Miami Valley International Trucks, at a cost not to exceed $71,610.00 made by
Centanni; seconded by Parks.

G. A motion to authorize the Clerk of Council to advertise for bids for a hook lift and an
equipment package for the cabin chassis vehicle for use by the Service Department made

18. Comments by Law Director All elected officials, at one point in their term,
are required to attend a three-hour class on Public Records.
Next one will be held at Lakeland on October 15 at 1 p.m.
