1.	Dan Brown, Council President called the Work Session to order at 8:00 p.m.

	Members present:	Parks, Centanni, Perry, Braverman, Kluter, Bram, Brown
    Members absent:     None
	Others present:	Kathy Mulcahy - Mayor
	Stephen Byron – Law Director
	Mary Kampman – Clerk of Council

4.    Old Business Discussion of Pending Legislation

  	A. ORDINANCE 2009-13
	An Ordinance amending Section 143.01 of the Codified Ordinances of the Village and
	changing the composition of the Police Department by establishing the position of
	Executive Lieutenant. 3rd  Reading

	B. ORDINANCE 2009-14
	An Ordinance authorizing the Mayor to accept an easement from Lakes of Orange, LLC
	for the installation and maintenance of a water main for the purpose of supplying
	water service to the Lakes of Orange subdivision. 3rd   Reading

	C. ORDINANCE 2009-15
	An Ordinance authorizing the Mayor to enter into agreements with Ullman Oil, Inc.
	for fuel storage tank
	upgrades and the purchase of gasoline and diesel fuel, and declaring an emergency.
	2nd Reading.

5.	New Business  Discussion of New Legislation and Motions

	A.ORDINANCE 2009-16
	An Ordinance amending Section 775.03 of the Codified Ordinances of the Village to
	provide for taxing royalty income from oil and gas well production in the Village.
	1st Reading – Discussion concerning taxing method and base rate.

	B. ORDINANCE 2009-17
	An Ordinance amending Chapter 931 of the Codified Ordinances of Orange Village to
	provide uniform guidelines for residents and employees regarding the utilization
	of the various Municipal Facilities available for public use within Orange Village.
	1st Reading – Ordinance never updated since 1991.

	            NOCCA Board Meeting Saturday
    Braverman – is encountering happy residents
    Kluter –  Grass roots group with issues related to Cancer – will attend
              TV and microwave safe disposal– publicize in newsletter – Need research
              on subject
    Parks –  Will also attend Cancer group
    Perry –  No comments

8.  Comments by the Mayor –
	*September 6 – A “Green” Salute to Orange
	*Music at the Muni series successful




9.  Comments by the Council President  - Presentation by Chagrin River Watershed
	Partners on Thursday, Augus 6 on Sterncrest Road. Pubic is invited.
