1.	Dan Brown, Council President, called the Council Meeting to order at 8:00 p.m.

4     	Motion to approve the minutes of the Regular Meeting of February 11, 2009 made by 
       	Centanni; seconded by  Braverman.

5.   	Motion to approve the amended minutes of the Work Session of  March 4, 2009 made 
      	by Perry; seconded by Bram.

	Nays:	None

	SPECIAL NOTE: 	The adjusting entries from the state auditor are being made. 
			The Treasurer’s Report for December, 2008 and  January and 
			February 2009 will be presented at the April meeting.

6.     	Motion to approve the Tax Administrator’s Report of February 28, 2009 made by Perry; 
        	seconded by Parks.

7.    	Motion to approve the Bills to be Paid in the amount of $227,854.06 and additional 
       	expenses of  $18,702.90 made by Perry; seconded by Parks.

10.   	New Business Discussion of New Legislations and Motions

         	A. ORDINANCE 2009-3
         	An Ordinance authorizing the Mayor to enter into an agreement with the 
         	Ohio Department of Transportation and take any other action necessary to 
         	participate in the bulk purchasing of road salt for the 2009-2010 winter season.

	Motion to suspend the rules made by Perry; seconded by Braverman

	Motion to adopt Ordinance 2009-3 made by Braverman; seconded by Parks.

	B. ORDINANCE 2009-4
	An Ordinance amending Section 121.04 of the Codified Ordinances of the Village to set 
	the Mayor’s compensation and repealing certain ordinances. 
	1st Reading – Public Hearing July 8, 2009 at 8:00 p.m.

	C. ORDINANCE 2009-5
	An Ordinance amending Section 111.03 of the Codified Ordinances of the Village to set 
	the compensation of the Orange Village Council. 1st Reading – Public Hearing July 8, 2009 
	at 8:01 p.m.

	D.  A motion to approve the purchase of Mobile Data Terminal Replacements at a cost of 
	$39,816 through 
              State bid made by Perry; seconded by Bram.

			Dr. Rosenberg interested in becoming  a member of 
			Long Range Planning 
	Kluter –  	    	Safety Meeting March 26 at 6 p.m.
			State of the economy
	Parks –       	No Report	
	Perry –       	Project with Gilmour Middle School for identifying 
			species of trees, plants, etc. within the Orange park on 
			Earth Day, April 22. – Presentation to follow in May or June.
	Brown –		Stormwater Committee met – report to follow.

16.  	Comments by Council Members
	Bram –  		Point of Sale Inspection for smoke detectors and carbon monoxide detectors
                      -  		Entry and exit concerns with dead bolts – both topics 
			will be discussed at Safety Meeting.
	Centanni – 	NOCCA board meeting tomorrow – next Forum in May
	Braverman –  	Traffic sign at end of Wild Cherry Oval is down
	Kluter –  		Fiscal responsibility
	Parks –  		Finance Meeting, April 1 at 6 p.m.
   			3 Foreclosures in Orange
   			Promote living in Orange
	Perry –  		No comments

17.   	Comments by the Mayor
         			- Special Meeting, April 1 at 7 p.m. with presentation by two architects.
         			- Orange is not a voting member of Northeast Ohio Sewer District. Will write 
           	   		   letter to become a voting member. Ordinance to follow.
         
18.   	Comments by Council President  
        			-Special Meeting April 1 at 7 p.m.
        			- Mrs. Perry will arrive at 8 p.m. for the Special Meeting.
 

19.   	Motion to adjourn Regular Council Meeting at 8:50 p.m. by Brown; seconded by all.
