1. Lisa Perry, President Pro Tem, called the Work Session to order at 8:00 p.m.

4. Old Business Discussion of Pending Legislation
A. ORDINANCE 2008-33
An Ordinance amending Section 1123.02, Section 1123.03, and Section 1143.03
of the Codified Ordinances of Orange Village to revise the Village’s Preliminary Plat
and Preliminary Development Plan Review Procedures, and repealing certain ordinances.
3rd Reading – Referred to P & Z – Being Revised – If out of P & Z by the 17th,
Dave Hartt will speak at the work session March 4.
5. New Business Discussion of New Legislation and Motions
A. ORDINANCE 2009-2
An Ordinance establishing the compensation of the Clerk of Council, repealing certain
ordinances and declaring an emergency. The administration is requesting a suspension
of the rules.
B. RESOLUTION 2009-2
A Resolution granting consent to the Ohio Department of Transportation to resurface all portions
of Chagrin Boulevard located within Orange Village, and authorizing the payment of the Village’s
portion of the project. (The administration is requesting a suspension of the rules at the February
Regular Meeting so that ODOT can put the project to bid on March 4, 2009. ODOT is paying 100%
of the cost of the resurfacing; the Village is paying $2,730 for curb ramps on the sidewalks, as
required by the American with Disabilities Act)
C. A motion to prepare plans and specs and advertise for bids for the 2009 Asphalt Resurfacing
Program and the 2009 Concrete Reconstruction Road Projects (Asphalt; Pike Drive) (Concrete;
Beechmont North – Repairs; Beechmont Oval and Alternate; Beechmont South) Brian Mader,
Village Engineer, will attend the Council Meeting to answer questions.

Bram - Reduction in number of Precincts
- Mr. Centanni suggested the divisions be divided differently.
Centanni - Lakes of Orange approved
- plat for subdivision will be formally referred to Council.
- NOCCA Meeting tomorrow
Braverman - No Comments
Kluter - Sensible Salting
- Would like discussion on driving and using a cell phone or texting.
Parks - Finance meeting held today – Preliminary end-of-year reports looking good.
8. Comments by the Mayor
Salt shortage – Options presented by Mayor.
9. Comments by the Council President Pro Tem
Mayor’s Advisory Committee for the Service Building received 10 submission RFQ’s.
Five companies will return for interviews.
Council members requested interviewing some final candidates. All RFQ Proposals
will be available for viewing by Council.
