1.     Dan Brown, Council President, called the Regular Meeting to order at 8:00 p.m.

4.   Motion to approve the minutes of the Regular Meeting of November 11 made by Parks; seconded by

5    Motion to approve the minutes of the Work Session of December 2 made by Kluter seconded by

6.   Motion to approve the Treasurer's Report of October 31, 2009 made by Perry; seconded by Parks.

7.   Motion to approve the Tax Administrator's Report of November 30, 2009 made by Perry; seconded by Parks.

8.  Motion to approve the Bills to be Paid for December in the amount of $452,866.52 and additional expenses of   
       $51,917.35 made by Perry; seconded by Parks.

10.  Old Business Discussion of Pending Legislation
		
           	A. ORDINANCE 2009-24
	An Ordinance approving and confirming the appointment of Stephen Hovancsek & Associates, Inc., 
	as  Orange Village Engineer and repealing certain ordinances. 2nd  Reading

	B. ORDINANCE 2009-25
	An Ordinance authorizing the Mayor to enter into an agreement with Schottenstein Zox & 
	Dunn Co. L.P.A. effective from January 1,2010 through December 31, 2010. 
	2nd  Reading - Discussion on the increased fee.

          	C. ORDINANCE 2009-26
	An Ordinance appointing Blair N. Melling as the Prosecutor of Orange Village, and 
	providing compensation for the prosecutor. 2nd  Reading.
	

11.   New Business Discussion of New Legislation and Motions  

	A. ORDINANCE 2009-27
	An Ordinance granting Ronald and Deborah G. Klein, owners of 29149 North Hilltop, 
	the right to tie into the waterline located on Cambridge Court, and imposing certain 
	conditions on said right. 1st Reading Council referred this Ordinance to P & Z.

	B. ORDINANCE 2009-28
	An Ordinance authorizing the Mayor to grant a perpetual easement right-of-way 
	by executing a standard highway easement, and a temporary easement, by 
	executing a right-of-way agreement for certain real property owned by the 
	Village and necessary for the Miles Road and Harper Road Intersection Project.
 	1st Reading - The Mayor requests suspension of the rules.

	A motion to suspend the rules was made by Perry; seconded by Parks

	A motion to adopt Ordinance 2009-28 made by Perry; seconded by Parks

	C. ORDINANCE 2009-29
	An Ordinance to make annual appropriations for current expenses and other 
	expenditures of Orange Village during the calendar year 2010, and declaring an 
	emergency. 1st Reading The Mayor requests suspension of the rules.

	A motion to suspend the rules was made by Perry; seconded by Bram

    	Nays:	None

	A motion to adopt Ordinance 2009-29 made by Parks; seconded by Centanni

	D. ORDINANCE 2009-30
	An Ordinance to make annual amended appropriations for current expenses 
	and other expenditures of Orange Village during the calendar year 2009, 
	and declaring an emergency. 1st Reading
	The Mayor requests suspension of the rules.

	E. ORDINANCE 2009-31
	An Ordinance authorizing the Treasurer to transfer certain funds, and 
	declaring an emergency. 1st Reading
	The Mayor requests suspension of the rules.

	A motion to suspend the rules was made by Perry; seconded by Bram

    	Nays:	None

	A motion to adopt Ordinance 2009-31 made by Perry; seconded by Braverman

	F. ORDINANCE 2009-	DRAFT
	An Ordinance appointing a Charter Review Commission pursuant to 
	Article XI of the Orange Village Charter.

	Discussion about Committee Selection, Notification to Residents, 
	Seven Person Panel, Time Frame, etc.

	G  A motion to authorize the Mayor to purchase a skid steer pursuant 
	to the schedule/contract from the Ohio  
     	Department of Services #77501707 and to trade in our current 1997 LX 88S 
	Skid Steer, Serial #112316    made by Perry; seconded by Parks.

     	Nays:	None

	H. Appointment to Planning and Zoning Committee. 
	A motion to reappoint Brian Hitt to Planning and Zoning once his term 
	has expired made by Brown;  seconded by Parks.

	Perry - Carmen was an excellent asset to Council and Finance

15.   Comments by the Mayor - 
	Law Director will offer a program to new and existing council people in a 
	combined group of municipalities Post audit conference for 2008 to be held soon
	Extensions of Waterline Project will receive close to $227,000.
	Baldwin Wallace study recommendations will be ready by end of January
	Statement about election, campaign, council and residents

17.  A motion to adjourn to Executive Session at 9:31p.m to discuss land acquisition made by Centanni; seconded    
       by Perry. Councilman elect Bonk was invited to attend.
