1.	Lisa Perry, Council President Pro Tem, called the Work Session to order at 8:00 p.m.

2.	Pledge of Allegiance

3.	Roll call
	Members present:	Kluter, Parks, Centanni, Perry, Braverman
	Members absent:		Bram, Brown
	Others present:		Kathy Mulcahy - Mayor
				Steve Byron - Law Director
				Mary Kampman - Clerk of Council

4.	Old Business Discussion of Pending Legislation

	A. ORDINANCE 2009-24
	An Ordinance approving and confirming the appointment of Stephen Hovancsek
	& Associates, Inc., as  Orange Village Engineer and repealing certain
	ordinances. 2nd  Reading

	B. ORDINANCE 2009-25
	An Ordinance authorizing the Mayor to enter into an agreement with
	Schottenstein Zox & Dunn Co. L.P.A. effective from January 1, 2010
	through December 31, 2010. 2nd  Reading

	C. ORDINANCE 2009-26
	An Ordinance appointing Blair N. Melling as the Prosecutor of
	Orange Village, and providing compensation for the prosecutor. 2nd Reading.

5.	New Business Discussion of New Legislation and Motions

	A. ORDINANCE 2009-27
	An Ordinance granting Ronald and Deborah G. Klein, owners of
	29149 North Hilltop, the right to tie into the waterline located on
	Cambridge Court, and imposing certain conditions on said right.
	1st Reading - Discussion ensued. This will be referred to P & Z.

	B. ORDINANCE 2009-28
	An Ordinance authorizing the Mayor to grant a perpetual easement
	right-of-way by executing a standard highway easement, and a temporary
	easement, by executing a right-of-way agreement for certain real property
	owned by the Village and necessary for the Miles Road and Harper
	Road Intersection Project.1st Reading  The Mayor requests that the
	rules be suspended.

	C.  ORDINANCE 2009-	DRAFT
	An Ordinance appointing a Charter Review Commission pursuant to
	Article XI of the Orange Village Charter.Time frame, selection of members,
	selection of Chair, topics etc. were discussed. The Law Director will forward
	the previous Charter Ordinance for distribution to Council next week.

	Braverman - Read statement about campaign, election and voters

8.	Comments by Mayor
	Commended all volunteers at the H1N1 Clinic held at Orange High School
	Brian Hitt's term is up at P & Z - need to reappoint or select new member
	December 9 at 7 p.m. presentation by Cuyahoga County Board of Health on
	household sewer systems
	The Diocese of Cleveland has removed the stained glass windows,
	sacred property and the war memorial from St. Margaret of Hungary church
	and grounds.
	Request to purchase equipment on agenda for next week
	Amended appropriations ordinance for next week or at Special Meeting at
	end of month
	Issue I monies for watermain project may be approved because of
	Orange Village?s high ranking.

	Performance Audit Meeting today - Final draft meeting on February 10 at 4 p.m.
