5.   Motion to approve the amended minutes of the Regular Council Meeting of August 13, 2008 made by Centanni;

6    Motion to approve the amended minutes of the Work Session of September 3, 2008 made by Centanni;

8.    Motion to approve the Tax Administrator’s Report of August 31, 2008 made by Parks: seconded by    
       Bram.

9.   Motion to approve the payment of the revised bills in the amount of $495,074.00 and additional expenses of  
      $18,970.58 made by Centanni; seconded by Parks.

10.  Motion to confirm Joe Stamm as a member of the Long Range Planning Committee made by Braverman;   
       seconded by Parks.

11.  Motion to declare the Police Department Chain Link Portable Dog Kennel a surplus item to be disposed of at 
       the Mayor’s discretion and/or potentially by sale on eBay made by Parks; seconded by Centanni.

13.   New Business: Introduction and consideration of:
        A.   ORDINANCE 2008-25
         An Ordinance authorizing and directing the Mayor to apply for financial assistance from the State Issue 1  
         Ohio Public Works Commission (OPWC) Infrastructure Bond Program for the funding of a capital 
         infrastructure improvement project and declaring an emergency.
         The administration has requested that the Council suspend the three reading rule.

         A motion was made by Centanni; seconded by Parks to suspend the rules.

         A motion was made by Bram; seconded by Parks to adopt Ordinance 2008-25.

14.    Old Business Introduction and consideration of:
A.	ORDINANCE 2008-17
	An Ordinance authorizing the Mayor to enter into a non-drilling oil and gas lease 
	agreement with Bass Gas Incorporated and utilize a portion of a Village right of 
	way to obtain revenue for the benefit of the Village. 3rd Reading. Referred to 
	Planning & Zoning. Approved 4-0 at the July 15th meeting. At the August 5th 
	meeting, Planning & Zoning voted 4-1 to reconsider the July 15th vote. They then 
	voted to table the issue 5-0. The Law Director recommends that this ordinance be 
	defeated as the decision has already been made by the ODNR to require mandatory 
	pooling of the Village property.

	A motion to adopt Ordinance 2008-17 made by Bram; seconded by Centanni.

B. ORDINANCE 2008-20
       An Ordinance amending certain sections of Chapter 1327 of the Codified Ordinances of Orange Village to 
       provide fees and deposits, and repealing certain ordinances. 2nd  Reading 

C. ORDINANCE 2008-22	
      An Ordinance amending Part Thirteen, Building Code, by enacting Chapter 1337, Point of Sale Inspections, 
      to provide limited inspections of dwellings and dwelling units before transfer of property title. 3rd Reading  
      Referred to Safety Committee – Did not recommend passage in present form. 5-2 against legislation. 
      No action taken until amendments completed.

D. ORDINANCE 2008-23
      An Ordinance amending various sections of Chapter 1373, Smoke and Carbon Monoxide Detectors, to 
      require all owners of dwellings and dwelling units to install and maintain Carbon Monoxide Detectors. 
      3rd Reading
      Referred to Safety Committee – Did not recommend passage in present form. 4-3 against legislation. 
      No action taken awaiting amendments on 2008-22.

E. RESOLUTION 2008-3
     A Resolution supporting the Chagrin River Watershed Balanced Growth Plan in cooperation with the 
     Ohio Lake Erie Commission’s Balanced Growth Program. 
     Referred to P & Z - A presentation was  made at P & Z by Amy Holthouse Brennan on the Chagrin River    
    Watershed Balanced Growth Plan.  Planning & Zoning voted 4-0 to recommend approval to Council.

     A motion to adopt Resolution 2008-3 made by Bram; seconded by Centanni.

15.   Motion to excuse Lisa Perry from the Regular Council Meeting of September 10, 2008 made by Parks; 
        seconded by  Braverman.
