$194,906.08 made by Braverman; seconded by Centanni.

Mr. Bonk – 4369 Brainard Road – Ordinance 2008-22 – Should include rental properties
- Address stormwater discharges from rentals
12. Old Business: Introduction and consideration of:
A. ORDINANCE 2008-22
An Ordinance amending Part Thirteen, Building Code, by enacting Chapter 1337, Point of Sale Inspections,
to provide limited inspections of dwellings and dwelling units before transfer of property title. Referred to
Safety Committee – Did not recommend passage in present form. 5-2 against legislation. 2nd Reading
B. ORDINANCE 2008-23
An Ordinance amending various sections of Chapter 1373, Smoke and Carbon Monoxide Detectors, to
require all owners of dwellings and dwelling units to install and maintain Carbon Monoxide Detectors.
Referred to Safety Committee – Did not recommend passage in present form. 4-3 against legislation.

13. New Business: Introduction and consideration of:
A. ORDINANCE 2008-20
An Ordinance amending certain sections of Chapter 1327 of the Codified Ordinances of Orange Village to
provide fees and deposits, and repealing certain ordinances. 1st Reading
B. ORDINANCE 2008-24
An Ordinance authorizing the Treasurer to transfer certain funds and declaring an emergency.
The administration has requested that Council suspend the three reading rule.
A motion was made by Kluter; seconded by Braverman to suspend the rules.

A motion was made by Parks; seconded by Kluter to adopt Ordinance 2008-24.

C. RESOLUTION 2008-3
A Resolution supporting the Chagrin River Watershed Balanced Growth Plan in cooperation with the
Ohio Lake Erie Commission’s Balanced Growth Program. Referred to P & Z - A presentation will be
made at P & Z by Amy Holthouse Brennan on the Chagrin River Watershed Balanced Growth Plan.
14. Committee Reports
Bram - Pre-construction meeting scheduled for Wild Cherry Trail and Oval on next Wednesday.
- Striping of center lines by outside contractor - Service Department did bars and arrows.
Centanni – P & Z – Watershed Partners presentation Tuesday
Braverman - Newletter to be mailed tomorrow
Kluter – Thanks to all who came to Safety Meeting
Parks – Appreciation to staff – Audit for 2007 will start on September 10, 2008.
Brown – Will be attending upcoming meeting with Watershed Partners.

Bram – No comments
Centanni - Attended NOCCA Board Meeting – Forum on September 25 with a presentation on tax sharing
plans and regionalization
- Are TV’s included in the Orange Computer Round-up?
Braverman - Would like to see more residents at Council Meetings
Kluter – May want to change the Council Meeting of October 8 because it is the eve of Yom Kippur
- Concerned about the rentention pond at Temple Emanu El.
- Will be out of town for September Council Meeting
Parks – No comments
17. Comments by the Mayor
* Invitation to visit Temple Emanu El on August 26
* Successful Music at the Muni
* Salute to Orange Village on August 31 at 5 p.m.
* On August 12 the Technical Advisory Council on Oil and Gas at the State heard the appeal from Bass
Energy to pool our property in with the Haaga well; and it was approved 8 to 0. We are now included in
the pool.
