1. Dan Brown, Council President, called the Special Council Meeting to order at 8:00 p.m.

4. Old Business: Discussion of Pending Legislation and Motions:
A. ORDINANCE 2008-16-AMENDED
An Ordinance authorizing the Mayor to enter into an agreement with
Schottenstein Zox & Dunn Co. L.P.A. effective from July 1, 2008 through
the organizational meeting to be held in January, 2010. 2nd Reading
5. New Business: Discussion of New Legislation and Motions:
A. ORDINANCE 2008-18
An Ordinance authorizing the Mayor to enter into an agreement with the Ohio
Department of Transportation and take any other action necessary to participate
in the bulk purchasing of road salt for the 2008-2009 winter season and declaring
an emergency. 1st Reading
A motion to suspend the rules was made by Centanni; seconded by Braverman

A motion to adopt Ordinance 2008-18 made by Kluter; seconded by Centanni

B. A motion to authorize and prepare plans and specs for reconstruction of
Wild Cherry Trail and Oval.
A motion was made by Perry; seconded by Braverman.

6. A motion was made to adjourn the Special Meeting of July 2, 2008 at 8:13 p.m.
by Brown and seconded by all members of Council.

10. Old Business – Discussion of Pending Legislation and Motions:
A. ORDINANCE 2008-3
An Ordinance amending Chapter 145, Fire Department, by enacting Section 145.09 to provide
minimum call-in pay for members of the Fire Department. 1st Reading 1/9/08; 2nd Reading 2/6/08;
Tabled 2/13/08; 3rd
Reading. – Fire Chief requests that this Ordinance be defeated, as it is no longer applicable.
No discussion
B. ORDINANCE 2008-16 - AMENDED
An Ordinance authorizing the Mayor to enter into an agreement with Schottenstein Zox & Dunn Co.
L.P.A. effective from July 1, 2008 through the organizational meeting to be held in January, 2010.
3rd Reading Ordinance will be amended.
C. ORDINANCE 2008-17
An Ordinance authorizing the Mayor to enter into a non-drilling oil and gas lease agreement with Bass
Gas Incorporated and utilize a portion of a Village right of way to obtain revenue for the benefit of
the Village.1st Reading – Referred to P & Z – 2nd Reading
D. A motion to authorize the Mayor to sign the Suburban Distribution Asset Renewal Program Project
Reimbursement Agreement with the City of Cleveland.
11. New Business Discussion of New Legislation and Motions:
A. ORDINANCE 2008-19
An Ordinance amending Section 1331.06 of the Codified Ordinances of Orange Village to provide for a
one-hundred dollar charge payable to Orange Village to recover administrative costs incurred while abating
or removing prohibited conditions of dwellings or other structures, and declaring an emergency. 1st Reading
A motion will be made to suspend the rules at the July 9th Regular Council Meeting.
B. ORDINANCE 2008-21
An Ordinance amending certain subsections of Section 521.11 of the Codified Ordinances of Orange
Village to shorten the allowable time period for property owners to cut and/or destroy noxious weeds and/or
uncontrolled growth upon receiving notice from the Building Commissioner and to establish a twenty-five
dollar administrative fee for noncompliance with such notice, and declaring an emergency. 1st Reading
A motion will be made to suspend the rules at the July 9th Regular Council Meeting.
C. ORDINANCE 2008-22
An Ordinance amending Part Thirteen, Building Code, by enacting Chapter 1337, Point of Sale Inspections,
to provide limited inspections of dwellings and dwelling units before transfer of property title. 1st Reading

D. ORDINANCE 2008-23
An Ordinance amending various sections of Chapter 1373, Smoke and Carbon Monoxide Detectors, to
require all owners of dwellings and dwelling units to install and maintain Carbon Monoxide Detectors. 1st
Reading.

E. A motion to approve the Management Operating Budget for the year 2009.
F. A motion to approve the Alternative Tax Budget for the year 2009.
