4.	Old Business: Introduction and consideration of:
			
A.	ORDINANCE 2008-1
	An Ordinance appointing an Interim Clerk of Council, repealing certain ordinances and declaring an 
   	     emergency. 3rd Reading.

B.	ORDINANCE 2008-2
	An ordinance amending Chapter 147, employees generally, by repealing Section 147.20 to eliminate 
     	   incentive pay for part-time employees. 3rd Reading.

	ORDINANCE 2008-3 - TABLED

C.	ORDINANCE 2008-4 
	An ordinance amending Section 143.15 (b), Police/Safety officer, to provide additional compensation to 
	Police/Safety officers commensurate with that paid to Police Department employees whose compensation 
        	is established by a collective bargaining agreement, and repealing certain ordinances. 3rd  Reading

D.	ORDINANCE 2008-5
	An ordinance amending Section 1307.01 of the Codified Ordinances of Orange Village to adopt the 2008 
        	edition of the National Electric Code and repealing certain ordinances. 2nd Reading

E.	ORDINANCE 2008-6
	An ordinance amending Section 933.01 (B) to revise the fees to be charged to residents and non-residents 
	for emergency medical services, and repealing certain ordinances.  2nd Reading.
	
F.	ORDINANCE 2008-7
	An Ordinance authorizing the Mayor to enter into an agreement with the Cuyahoga County Board of Health or the 
	provision of services to comply with NPDES Phase II Storm Water requirements. 2nd Reading.

G.	ORDINANCE 2008-8
	An Ordinance amending Section 125.01 of the Codified Ordinances of Orange Village to change the signatories 
	on Village checks. 2nd Reading
	Mayor requested suspending and passing signature authorization at regular council meeting
	Discussion held re: checks and balances-amend to include only the Mayor, Treasurer, Finance Clark and Council 
	President as signatories.

H.	ORDINANCE 2008-9
	An ordinance amending the pay ranges for certain Village employees and amending certain sections of the Codified 
	Ordinances of Orange Village to provide benefits which are uniform for all Village employees.
	2nd Reading.
	Salary ranges have not been updated in five years, present employees unable to receive current raise due to cap. 
	Add to executive session portion. Insurance compensation to be uniform for all employees.

I.	ORDINANCE 2008-10
	An Ordinance granting a rear yard variance to Jay Siegal and Morning Star Homes for 290 Capitol Hill Circle. 2nd Reading
	Referred to Planning and Zoning Commission

5.	Motion to authorize the 2008 Road Program – Orange Hill was moved up due to deterioration.

6.	Discussion of Draft Rules of Procedures – President Brown encouraged council’s review.

7.	Committee Assignments – President Brown read 2008 Committee Chair and member assignments.

	Mayor  - Motion requested for Police cars as surplus to be on next weeks agenda 

	Bram – 	concerned about Braverman not attending Council meeting due to conflict
	Centanni – Lee Fisher dinner February 21, 2008, 
		   January 9, 2008 minutes page two missing
	Kluter –	inspired about Orange going Green Committee, newsletter article
		resident’s feedback re: recycling containers
		Safety Committee will meet after discussion w/Kostura and White
	Parks-	excited about Finance Chair 				
	Perry-	New service dept update

15.	A motion to Adjourn to Executive Session to discuss the appointment, employment, dismissal and compensation 
	of Orange Village employees and officials and discussion of prospective litigation with legal counsel was made by 
	Perry; seconded by Parks.

16.	President Brown reconvened the Special Meeting at 10:15pm.

17.	Motion to adjourn special meeting at 10:16 pm was made by Centanni, seconded by Kluter
