4. Presentation by TMS Engineering, Inc. Traffic Engineer, Michael Schweickart
Presentation and discussion of Miles Road Engineering Study was followed by a question and answer period.

Mayor to check with Mayor of Solon concerning Miles Markets contribution.
5. Old Business Discussion of Pending Legislation
A. ORDINANCE 2008-22 AMENDED
An Ordinance amending Part Thirteen, Building Code, by enacting Chapter 1337, Point of Sale Inspections,
to provide limited inspections of dwellings and dwelling units before transfer of property title and amending
Chapter 1327 to provide a fee for such inspection. 3rd Reading
Referred to Safety Committee Did not recommend passage in present form. 5-2 against legislation. Not
read at the October 1 meeting because of significant changes and need for review.
Tabled for review of changes at November 12 meeting. Amended to reflect input of Health Department.
Discussion on testing of well water. Dan Brown will call Health Department about collecting of sample.
B. ORDINANCE 2008-23
An Ordinance amending various sections of Chapter 1373, Smoke and Carbon Monoxide Detectors, to
require all owners of dwellings and dwelling units to install and maintain Carbon Monoxide Detectors.
3rd Reading
Referred to Safety Committee Did not recommend passage in present form. 4-3 against legislation.
No action taken by Council
C. ORDINANCE 2008-26
An Ordinance granting a service station price sign size variance to True North Energy, LLC for 27010
Chagrin Boulevard. 2nd Reading Referred to P & Z tabled by P & Z for more information.
D. ORDINANCE 2008-27
An emergency Ordinance enacted by the Village of Orange, Cuyahoga County, Ohio hereinafter referred
to as the Municipality, in the matter of the hereinafter described improvement and requests the cooperation
of the County of Cuyahoga by its Board of County Commissioners, hereinafter referred to as the County.
(The improvement of the traffic signals on Miles Road (CR-11) from Brainard Road (CR-28) to Harper Road
(CR-18) including improvements to the intersection of Miles Road (CR-11) and Harper Road (CR-18). 2nd
Reading. Traffic Engineer and Village Engineer to attend Work Session.
E. ORDINANCE 2008-28 - AMENDED
An Ordinance amending Section 147.16 of the Codified Ordinances of Orange Village to provide for an
increase in the monthly incentive to employees who utilize non-village health insurance coverage and to
provide group life and disability insurance to eligible employees pursuant to a Section 125 Plan, and
declaring an emergency. 2nd Reading. Mayor explained details of ordinance.
F. ORDINANCE 2008-29 - AMENDED
An Ordinance authorizing the Mayor to enter into a Memorandum of Understanding amending the collective
bargaining agreement with the Fraternal Order of Police, and declaring an emergency. 2nd Reading
Changes reflect change of hours.
6. New Business Discussion of New Legislation and Motions
A. ORDINANCE 2008-30
An Ordinance approving and confirming the appointment of Stephen Hovancsek & Associates, Inc., as
Orange Village Engineer and repealing certain ordinances. 1st Reading Discussion of meeting fees.
B. ORDINANCE 2008-31
An Ordinance approving the editing and inclusion of certain ordinances as parts of the various component
codes of the Codified Ordinances of Orange Village, Ohio, and declaring an emergency. 1st Reading
Ordinance 2008-32 will be on the agenda for the December 12, 2008 Council Meeting
Law Director asked to have subdivision regulation ready for next Council Meeting.

Presentation by Dan Brown at Cuyahoga County Solid Waste District Orange
Village won lead producer in a curbside recycling program Oscar the Grouch Award.
- In first two months, percentage of recyclables doubled from 16% to 35%.
- Recycling Brochure at printer will be delivered with Newsletter
- Permit issued for Gas and Oil Well for 4029 Lander Road
- Application for Issue I money for water line now rated third of eight projects.
- Supreme Court refused to hear police case back to trial court for prosecution
