1. Dan Brown, Council President, called the Work Session to order at 8:00 p.m.

4. Old Business Introduction and consideration of:
A. ORDINANCE 2008-22 - AMENDED
An Ordinance amending Part Thirteen, Building Code, by enacting Chapter 1337,
Point of Sale Inspections, to provide limited inspections of dwellings and dwelling units
before transfer of property title and amending Chapter 1327 to provide a fee for such
inspection. 3rd Reading Referred to Safety Committee Did not recommend passage
in present form. 5-2 against legislation. Not read at the October 1 meeting because
of significant changes and need for review. Council discussed additional changes they
would like to be made by the Law Director. Harry Stark of the Cuyahoga County Board
of Health answered Councils questions about the inspection of water wells and
septic systems.
B. ORDINANCE 2008-23
An Ordinance amending various sections of Chapter 1373, Smoke and Carbon
Monoxide Detectors, to require all owners of dwellings and dwelling units to install
and maintain Carbon Monoxide Detectors. 3rd Reading
Referred to Safety Committee Did not recommend passage in present form.
4-3 against legislation. Not read at October 1 meeting because of revisions being
reviewed regarding Ordinance 2008-22.
5. New Business: Introduction and consideration of:
A. Motion to reject the bids of MJEM Enterprises, Inc., as not responsive to the
bid specifications, and accept the bid of Clean Air Concepts in the amount of $54,130
to furnish and install fire ventilation system, including Contract Option #1 for sliding
balance track at main station 5th drop for $3,500 and authorize the Mayor and
Treasurer to enter into a contract with Clean Air Concepts for the provision of said
Fire Department Ventilation System. The lowest bidder was not responsive to the
bid specifications. Lieutenant Dan Fritz explained reasoning to Council.
B. ORDINANCE 2008-26
An Ordinance granting a service station price sign size variance to True North
Energy, LLC for 27010 Chagrin Boulevard. True North wants an 18.2 square
foot sign and the code allows an 8 square foot sign.
C. ORDINANCE 2008-27
An emergency Ordinance enacted by the Village of Orange, Cuyahoga County,
Ohio hereinafter referred to as the Municipality, in the matter of the hereinafter
described improvement and requests the cooperation of the County of Cuyahoga
by its Board of County Commissioners, hereinafter referred to as the County.
(The improvement of the traffic signals on Miles Road (CR-11) from Brainard Road
(CR-28) to Harper Road (CR-18) including improvement to the intersection of
Miles Road (CR-11) and Harper Road (CR-18).Engineer will attend the
December meeting to discuss this issue with Council. County to pay 50 percent.

13. New Business: Introduction and consideration of:
A. Motion to reject the bids of MJEM Enterprises, Inc., as not responsive to the
bid specifications, and accept the bid of Clean Air Concepts in the amount of

14. Motion to adjourn to Executive Session to discuss preparing for, conducting or
reviewing negotiations or bargaining sessions with public employees concerning their
compensation or other terms and conditions of their employment. And to discuss other
employee compensation issues made by Perry; seconded by Bram.
