1. Dan Brown, Council President, called the Regular Council Meeting to order at 8:00 p.m.

4. Motion to excuse Councilman Braverman from the Regular Meeting of November 12, 2008 made by Perry;
seconded by Kluter.

5. Motion to approve the minutes of the Special Council Meeting of October 1, 2008 made by
Kluter; seconded by Perry.

6 Motion to reconsider the rejection of the bid of MJEM Enterprises, Inc. Members of the
Fire Department advised Council that MJEM Enterprises, Inc. the disappointed bidder for the
Fire Department ventilation system, withdraw its protest of the award of the contract to
Clean Air Concepts. No action was take by Council
7. Motion to approve the Work Session/Special Council Meeting Minutes of November 5, 2008 made by Centanni;
seconded by Bram.

8. Motion to approve the Treasurer’s Report of September 30, 2008 made by Perry; seconded by Centanni

Parks.

10. Motion to approve the October Bills to be Paid in the amount of $188,100.69 and additional expenses of
$48,510.27 made by Perry; seconded by Parks.

11. Motion to approve the November Bills to be Paid in the amount of $537,838.70 and additional expenses of
$236,598.12 made by Perry; seconded by Parks.

13. Old Business Introduction and consideration of:
A. ORDINANCE 2008-22 - AMENDED
An Ordinance amending Part Thirteen, Building Code, by enacting Chapter 1337, Point of Sale Inspections,
to provide limited inspections of dwellings and dwelling units before transfer of property title and amending
Chapter 1327 to provide a fee for such inspection. 3rd Reading
Referred to Safety Committee – Did not recommend passage in present form. 5-2 against legislation. Not
read at the October 1 meeting because of significant changes and need for review.
Tabled for review of changes and further discussion at Work Session December 3, 2008.
B. ORDINANCE 2008-23
An Ordinance amending various sections of Chapter 1373, Smoke and Carbon Monoxide Detectors, to
require all owners of dwellings and dwelling units to install and maintain Carbon Monoxide Detectors.
3rd Reading
Referred to Safety Committee – Did not recommend passage in present form. 4-3 against legislation.
No action was taken by Council.
14. New Business: Introduction and consideration of:
A. ORDINANCE 2008-26
An Ordinance granting a service station price sign size variance to True North Energy, LLC for 27010
Chagrin Boulevard. 1st Reading. Referred to P & Z.
B. ORDINANCE 2008-27
An emergency Ordinance enacted by the Village of Orange, Cuyahoga County, Ohio hereinafter referred
to as the Municipality, in the matter of the hereinafter described improvement and requests the cooperation
of the County of Cuyahoga by its Board of County Commissioners, hereinafter referred to as the County.
(The improvement of the traffic signals on Miles Road (CR-11) from Brainard Road (CR-28) to Harper Road
(CR-18) including improvements to the intersection of Miles Road (CR-11) and Harper Road (CR-18). 1st
Reading. Traffic Engineer and Village Engineer will attend Work Session December 3, 2008 for additional
discussion.
C. ORDINANCE 2008-28
An Ordinance amending Section 147.16 of the Codified Ordinances of Orange Village to provide for an
increase in the monthly incentive to employees who utilize non-village health insurance coverage and to
provide group life and disability insurance to eligible employees pursuant to a Section 125 Plan, and
declaring an emergency. 1st Reading. Ordinance will be amended by Law Director.
D. ORDINANCE 2008-29
An Ordinance authorizing the Mayor to enter into a Memorandum of Understanding amending the collective
bargaining agreement with the Fraternal Order of Police, and declaring an emergency. 1st Reading.
Ordinance will be amended by Law Director.
