1.	Dan Brown, Council President, called the Special Council Meeting to order at 8:00 p.m.

           	Members absent: 	None	
	Others present:	Kathy Mulcahy, Mayor
			Stephen Byron – Law Director	
			Mary Kampman – Clerk of Council

4.    A presentation was made by Lane Edwards, Manager of the Orange Branch of the Library, 
      about the library services and need for support of the library tax levy.

5.   Motion to approve the amended minutes of the Regular Council Meeting of 
      September 10, 2008 made by   
      Bram; seconded by Parks.

6    Motion to approve the Treasurer’s Report of August 31, 2008 made by Bram;

8.    Motion to approve the Tax Administrator’s Report of September 30, 2008 made by

10. Old Business Introduction and consideration of:

A. ORDINANCE 2008-20
       An Ordinance amending certain sections of Chapter 1327 of the Codified Ordinances 
       of Orange Village to 
       provide fees and deposits, and repealing certain ordinances. 3rd Reading
     
      A motion to adopt Ordinance 2008-20 made by Centanni; seconded by Braverman.
	Ayes:	Centanni, Bram, Kluter, Parks, Perry, Braverman, Brown	
	Nays:	None

 B. ORDINANCE 2008-22 - AMENDED	
      An Ordinance amending Part Thirteen, Building Code, by enacting Chapter 1337, 
      Point of Sale Inspections, to provide limited inspections of dwellings and dwelling 
      units before transfer of property title and amending Chapter 1327 to provide a fee 
      for such inspection. 3rd Reading Referred to Safety Committee – Did not recommend 
      passage in present form. 5-2 against legislation.  Not read at the October 1 meeting 
      because of significant changes and need for review.

     A motion to amend Ordinance 2008-22 to eliminate inclusion of smoke detectors and 
     carbon monoxide detectors made by Bram. There was no second.

C. ORDINANCE 2008-23
      An Ordinance amending various sections of Chapter 1373, Smoke and Carbon Monoxide Detectors, to 
      require all owners of dwellings and dwelling units to install and maintain Carbon Monoxide Detectors. 
      3rd Reading
     Referred to Safety Committee – Did not recommend passage in present form. 4-3 against legislation. 
     Not read at October 1 meeting because of revisions being reviewed regarding Ordinance 2008-22.

11. New Business: Introduction and consideration of:
         A. RESOLUTION 2008-4
         A Resolution supporting the Cuyahoga County Public Library levy appearing on the 
         November 4, 2008 ballot and encouraging Orange Village residents to support the levy.
 
          Motion to adopt Resolution 2008-4 made by Kluter; seconded by Parks.
           	Ayes:	Centanni, Bram, Kluter, Parks, Perry, Braverman, Brown	
   	Nays:	None

Agenda amended to include Resolution 2008-5

 B. RESOLUTION 2008-5
 A Resolution accepting the amounts and rates as determined by the Budget Commission and authorizing the    
 necessary tax levies and certifying them to the County Auditor.

Motion to adopt Resolution 2008-5 made by Centanni; seconded by Braverman.

 	Nays:	None

	Braverman - 	Long Range Planning will discuss oil and gas issue, Community 
                                        	Garden and inviting residents to participate in Council meetings.
	Kluter – 		No response on retention pond at Temple Emanu El
	Parks – 		Finance Committee and Treasurer looking at other opportunities for 
                          		Village’s investments. 
	Perry – No comments	 
	Brown – No comments

15.   Comments by the Mayor –  Village is part of ODOT and buys salt under an umbrella 
       at $39.50 per ton.
	-   Tomorrow drilling will start on Haaga well
	-   NOPEC provides the Village special rates on gas – check NOPEC website.
	-   Flyers around to put house numbers on curbs – should be numbers only – no extra logos

16.    Comments by Council President  
	-  Stenciled grates on storm drains seems to help
	-  Rename Trash Day to Recycle Day
	




17.  Motion to adjourn to Executive Session to discuss prospective litigation made by Bram; 
	seconded by Parks.
