WORK SESSION
1.	Mark Bram, President of Council called the work session to order at 8:01pm.

2.	Pledge of Allegiance

3.	Roll call

4.	Audience comments relative to agenda items.
	No comments.

5.	Discussion	 - Insurance claims - Pat Hickey of Love Insurance and Don Whitecar.						
			- Discussion about insurance coverage for damage to Village Hall caused by a leak in 				
			- the roof under the cupola.
			- Phone equipment
			- Quotes for new phone system including equipment and service were distributed by Mr. 				
			- Soroky and are on file in the Council Clerk’s office.
			- Procedure and protocol for The Orange Community News
			- Mayor Mulcahy, Councilman Soroky and Councilman Braverman to edit the next issue 				
			- of the newsletter.  Council Clerk will assemble the newsletter which will be mailed after 			
			- the November election.
			- Any other topics for discussion.
			- Senior housing development on the Weintraub property which was presented to the 				
			- Planning & Zoning Commission by Stelex, LLC on September 4, 2007.

SPECIAL MEETING
7.	Mark Bram, President of Council called the special meeting to order at 10:03pm.

8.	A motion to accept the minutes of the August 8, 2007 regular meeting was made by Centanni; seconded by Brown.

9.	A motion to accept the July 2007 Treasurer’s Report was made by Brown; seconded by Perry.

	Nays:	None	

10.	A motion to accept the August 2007 Tax Administrator’s Report was made by Brown; seconded by Soroky.
	Ayes:	Soroky, Kluter, Centanni, Perry, Brown, Braverman, Bram

11.	A motion to approve the payment of bills in the amount of $111,657.62 and additional expenses of 
	$105,662.25 was made by Soroky; seconded by Perry.

12.	Old Business: Introduction and consideration of:
A.	ORDINANCE NO. 2007-13
	An ordinance amending Chapter 1373 of the Codified Ordinances of the Village to require the installation  
	of carbon monoxide detectors in new dwellings as well as smoke detectors in all dwelling units in the 	
	Village, as amended.   3rd Reading 	
	A motion to adopt Ordinance No. 2007-13 was made by Soroky; seconded by Centanni.

B.	ORDINANCE NO. 2007-28
	An ordinance authorizing the Mayor to execute an agreement creating the “Valley Enforcement Regional 
	Council of Governments,” for the purpose of establishing and operating the “Valley Enforcement Group” with 
	other political subdivisions, appointing a representative and alternate representative to the Council.
	3rd  Reading
	Agreement establishing the Valley Enforcement Regional Council of Governments for the supervision 
	and control of the Valley Enforcement Group.
	A motion to adopt Ordinance No. 2007-28 was made by Brown; seconded by Perry.

C.	ORDINANCE NO. 2007-30
	An ordinance authorizing the City of Solon to provide sanitary sewer service to the property owned by 	
	Ashfaq Ahmed, located at 4989 Lander Road, authorizing the Mayor to execute an agreement with the City 	
	of Solon, requiring that the property owner maintain all sewer facilities located upon its property, and 	
	requiring the payment of all costs and expenses incurred by the Village inspecting and permitting the 	
	proposed sewer improvement incurred by the village in inspecting and permitting the proposed sewer 	
	improvement. 2nd  Reading
	Agreement with the City of Solon.
	The Planning & Zoning Commission recommends Council pass Ordinance 2007-30.
	A motion to suspend the rules was made by Perry; seconded by Centanni.

	A motion to adopt Ordinance No. 2007-30 was made by Perry; seconded by Centanni

12.	New Business: Introduction and consideration of:
A.	ORDINANCE NO. 2007-31
	An ordinance authorizing the Mayor to enter into an agreement with the Village of Chagrin Falls for the 	
	provision of a Reverse 911 Interactive Community Notification System. 1st Reading
	An  agreement  was given to the clerk to copy and distribute to members of Council.
	
B.	ORDINANCE NO. 2007-32
	An ordinance granting a variance to H & M Landscaping to allow a deck to be added to the residence at 	
	325 Capital Hill Drive. 1st Reading
	Referred to Planning & Zoning Commission for September 18, 2007.
	To be set for Public Hearing.

C.	A motion to accept the bid from Fabrizi Trucking and Paving in the amount of $172,398.50 for  the Sterncrest 
	Drive Drainage Improvement and Pavement Resurfacing Project and Alternate Bid for Harvard Road Resurfacing 
	in the amount of $14,650 for a total amount of $187,048.50 was made by Perry; seconded by Brown.

		Nays:	None	

	Bid opening was Tuesday, September 4, 2007 at 10:00am.
	Tabulations were distributed to Council for this meeting.

13.	Audience comments relative to all subjects.
	Al McCauley of Emery Road commented on past State Audits and proposed senior housing project planned 	
	for the Weintraub property.

14.	Report of the Council members.
	Centanni	- Landscaping plans for the Barkley Pet Hotel and Spa are forthcoming.
		- Canopy for Mooney’s gas station was approved by the Planning & Zoning Commission.   
	Perry	- Salute to Orange was a successful event.
	Brown	- Working with Bruce White on specs for recycling containers.
		- Grant received from Chagrin River Watershed Partners for the Sterncrest Drainage Project. 
	Kluter	- Fred Fritz Memorial dedication.
		- Funds raised by Sharon Delman Memorial Race not yet final.
	 	- Asked if there was a need to schedule a Safety Committee meeting.
	Soroky	- Salute to Orange was a nice event.
	Braverman - Salute to Orange was a nice event attended by many non residents this year.
                                 
15.	Report of the Mayor.
	- Requested a motion to authorize the expenditure of not more than $25,000 to remove the cupola from 
	   the roof of Village Hall to repair and determine cause.  Further insurance reimbursements to be determine.
	- A motion was made by Perry; seconded by Brown.
	- Ayes:	Soroky, Kluter, Centanni, Perry, Brown, Braverman, Bram
	- Nays:	None
	- Requested a motion to declare computers and electronics surplus so that the Service 
	   Department can 	- dispose of them.
	- A motion was made by Perry; seconded by Brown.

	- Nays:	None
	- Dedication of the Ronald A. Godes Memorial will be Sunday, September 23, 2007.

16.	Report of Council President.
	- Phone call from State Auditor about the preliminary audit report.

17.	A motion to adjourn the special meeting was made by Perry, seconded by Brown.
