A motion to approve the bills to be paid in the amount of $366,654.87 and additional expenses of $73,827.01 was made by Brown; seconded by Perry. ORDINANCE NO. 2007-18 An ordinance enacting Section 143.15 of the Code of Ordinance of Orange Village to establish the position of, and stipend for, “Police/Safety Officers,” for employees in the Police Department who are not a part of the collective bargaining unit. 3rd Reading A motion to adopt Ordinance No. 2007-18 was made by Brown; seconded by Perry. ORDINANCE NO. 2007-19 An ordinance amending Section 111.03 of the codified ordinances of the Village to set the compensation of the Members and President of the Orange Village Council. 2nd Reading C. ORDINANCE NO. 2007-20 An ordinance amending Subsection (a) Section 121.04 of the Codified Ordinances of the Village to set the Mayor’s compensation and replacing certain ordinances. 2nd Reading 14. New Business: Introduction and consideration of: A. ORDINANCE NO. 2007-25 An ordinance declaring a moratorium on the enforcement of Section 1503.05(C) of the Orange Village Codified Ordinances, to permit the construction of residences without the installation of active fire suppression systems, and declaring an emergency. 1st Reading A motion to suspend the rules was made by Perry; seconded by Braverman. ORDINANCE NO. 2007-26 An ordinance adopting the 2008 Orange Village Budget and declaring an emergency. 1st Reading A motion to suspend the rules was made by Perry; seconded by Brown. ORDINANCE NO. 2007-27 An ordinance to provide for the issuance of bonds in the principal amount of not to exceed $800,000 for the purpose of paying the property owners’ portion, in anticipation of the collection of special assessments heretofore levied, of the cost of improving Emery Road from Lander Road westerly to the corporate limits of Orange Village by installing water mains and connections thereto in the public right of way, together with all the necessary appurtenances, in accordance with Resolution 2005-5, adopted May 18, 2005 and declaring an emergency. 1st Reading Mark Bram, President of Council stated that a signed copy of the Fiscal Officer’s Certificate was distributed to members of Council. A motion to suspend the rules was made by Centanni; seconded by Kluter. ORDINANCE NO. 2007-28 An ordinance authorizing the Mayor to execute an agreement creating the “Valley Enforcement Regional Council of Governments,” for the purpose of establishing and operating the “Valley Enforcement Group” with other political subdivisions, appointing a representative and alternate representative to the Council. 1st Reading Draft of an Agreement establishing the Valley Enforcement Regional Council of Governments for the supervision and control of the Valley Enforcement Group. To be discussed at the August 1, 2007 work session. 15.
