5. Old Business: Introduction and consideration of:
A. ORDINANCE NO. 2007-10
An ordinance amending Section 179.01 of the Orange Village Codified Ordinances to
establish terms for the members of the Records Commission and repealing certain
ordinances. 3rd Reading
B. ORDINANCE NO. 2007-11
An ordinance authorizing the Mayor to enter into a mutual aid agreement to share
Service Department equipment and personnel. 3rd Reading
Agreement with Chagrin Valley Intergovernmental Council Communities.
C. ORDINANCE NO. 2007-12
An ordinance authorizing the Mayor to enter into a Video Competition Agreement with
AT & T Ohio.
3rd Reading
The Planning and Zoning Commission recommends Council pass Ordinance 2007-12.
Council discussed SB 117.
Council requests representatives of AT & T to be present for discussion at the regular
meeting on June 13, 2007.
D. ORDINANCE NO. 2007-13
An ordinance amending Chapter 1373 of the codified ordinances of the Village to
require the installation of carbon monoxide detectors as well as smoke detectors in all
dwelling units in the Village. 3rd Reading
The Safety Committee discussed Ordinance 2007-13 at the May 1, 2007 meeting.
Council has referred Ordinance 2007-13 to the Safety Committee for further discussion
regarding enforcement in existing dwellings.
This ordinance will not be on the June 13, 2007 agenda pending more discussion at a
Safety Committee meeting to be announced.
F. ORDINANCE NO. 2007-14
An ordinance amending Section 1142.06 of the Codified Ordinances of Orange Village
to clarify the standards and procedures by which requests for variances shall be
considered, as amended. 3rd Reading
The Planning & Zoning Commission recommends Council pass Ordinance No. 2007-14.
G. ORDINANCE NO. 2007-15
An ordinance amending 1521.03 0f the Codified Ordinances of Orange Village to modify
regulations related to the drilling of Oil and gas wells. 3rd Reading
H. ORDINANCE NO. 2007-16
An ordinance amending Section 147.16 of the Orange Village Codified Ordinances to
clarify Village and employee responsibilities for certain insurance coverage payment.

I. ORDINANCE NO. 2007-17
An ordinance amending certain sections of the Codified Ordinances of Orange Village
to modify height regulations for buildings and other structures and repealing certain
ordinances, as amended 3rd Reading
The Planning & Zoning Commission to discuss Ordinance 2007-17, as amended, at
June 5, 2007 meeting. This ordinance will not be on the June 13, 2007 agenda pending
more discussion by the Planning & Zoning Commission.
J. ORDINANCE NO. 2007-18
An ordinance enacting Section 143.15 of the Code of Ordinances of Orange Village to
establish the position of, and stipend for, “Police/Safety Officers,” for employees in
the Police Department who are not part of the collective bargaining unit. 2nd Reading
6. New Business: Introduction and consideration of:
A. ORDINANCE 2007-21
An ordinance amending Section 337.26 of the Codified Ordinances of the Village to
require installation and use of child a restraint system that meets Federal Motor
Vehicle Standards in certain motor vehicles operating within the Village and determine
standards for enforcement of such requirements. 1st Reading
The Council Clerk was instructed to ask Police Chief Kostura if the rules should be
suspended to pass this ordinance as an emergency.
Council President Mark Bram referred the Outdoor Warning Siren Survey – May 2007
Moreland Hills, Orange Village and Pepper Pike to the Safety Committee.
7. Audience comments relative to all subjects.
Jordan Berns of Waterford Court commented on fire suppression system requirements
in homes, the Ohio Residential Building Code and requested Council discuss this topic
at a work session.
8. Discussion
- Community Survey-Town Hall Meeting.
A Town Hall Meeting was set for 7:00pm on Wednesday, July 25, 2007 at Village Hall
so that residents may see/ listen to a presentation by the Cuyahoga County Planning
Commission and have an opportunity to discuss the survey.
- Councilwoman Perry and Law Director Stephen Byron are unable to attend the Town
Hall Meeting and the Special Meeting with Public Hearing on July 25, 2007.
- Mayor’s request for an additional $12,000 for City Architecture to Prepare new plans
for a service facility located within the park and additions to both the Fire Department
and Police Department.
The Mayor read a letter from City Architecture. Copies were distributed to Council by the clerk.
The Law Director was asked to prepare an ordinance.
- Wireless integration between communities (Lightspeed).
Councilman Soroky reported on meetings with the Pepper Pike Wireless Task Force
on this issue, which dovetails with Lightspeed to integrate wireless services with Moreland Hills
and Pepper Pike.
He asks Council if there is interest in being part of this regionalized effort.
- Pay increase for elected officials.
The mayor stated that she requested the preparation of Ordinances 2007-19 and 2007-20,
which were distributed in Council packets.
Councilman Brown commented on discussion of this topic in Finance Committee meetings.
Councilman Braverman commented on the changes in challenges of the job of
elected officials.
Ordinance 2007-19 and Ordinance 2007-20 will be on the June 13, 2007 Agenda.
- Waterline agreement with the City of Cleveland.
Councilman Centanni requested several corrections/changes to the agreement be made.
- Ordinance 2007-5 will be on the June 13, 2007 Agenda.
- Procedure for meeting minutes and e-mails.
Councilman Brown requested that minutes be included in work session packets for
members of Council to review.
Council e-mail policy to be discussed at August work session.
9. Any other business for discussion.
Mulcahy
- Legislation authorizing repairs to Chagrin Boulevard will be forthcoming.
- Requested the following items be added to the June 13, 2007 Meeting Agenda:
- An ordinance levying assessments for the Emery Road waterline.
- An ordinance authorizing the purchase of salt and declaring an emergency
- An Oath of Office for Timothy Alder and two new firefighters.
- A motion authorizing the purchase of a recording system for Council Chambers.
Braverman
- HB 3 and 4 repealing estate (inheritance) taxes in Ohio is pending.
Bram
- A motion to adjourn to executive session for the purpose of discussing employee
- compensation and pending litigation will be on the June 13, 2007 agenda.
