No action-vote to be held until the May 9, 2007 meeting so that the Treasurer can correct the report. 7. ORDINANCE NO. 2006-24 An ordinance approving and adopting the 2007 Orange Village Master Plan for land use, as amended. 3rd Reading A motion to adopt Ordinance No. 2006-24 was made by Centanni; seconded by Brown. ORDINANCE NO. 2007-3 An ordinance amending Section 1170.05 of the Codified Ordinances of Orange Village to regulate the height of fences in certain districts and repealing certain ordinances. 3rd Reading Reviewed by the Planning & Zoning Commission on March 6, 2007. Planning & Zoning Commission recommends passage of Ordinance 2007-3. A motion to adopt Ordinance 2007-3 was made by Centanni; seconded by Brown. ORDINANCE NO. 2007-4 An ordinance amending Section 1335.01 of the Codified Ordinances of Orange Village to provide that the chair of the Planning and Zoning Commission shall serve as the chair of the Architectural Board of Review, providing for certain procedures of the Board and Commission and repealing certain ordinances. 3rd Reading Reviewed by the Planning & Zoning Commission at the March 20, 2007 meeting. Planning & Zoning Commission recommends passage of Ordinance 2007-4. A motion to adopt Ordinance 2007-4 was made by Soroky; seconded by Centanni. ORDINANCE NO. 2007-7 An ordinance enacting Chapter 914 of the Orange Village Codified Ordinances to regulate discharges to the Village Separate Storm Water System, as amended. 3rd Reading Reviewed by Storm Water Management Committee on February 21, 2007. Storm Water Management Committee recommends Council passage of Ordinance 2007-7. A motion to adopt Ordinance 2007-7 was made by Brown; seconded by Centanni. ORDINANCE NO. 2007-8 An ordinance approving and confirming the appointment of Michael Wildermuth as Alternate Plans Examiner-Class II for the Building Department of Orange Village. 2nd Reading Mr. Wildermuth will replace Mr. Eugene Monroe, who was appointed in 1998. 11. ORDINANCE NO. 2007-9 An ordinance authorizing the Treasurer to transfer certain funds and declaring an emergency. 1st Reading A motion to suspend the rules was made by Kluter; seconded by Brown. ORDINANCE NO. 2007-10 An ordinance amending Section 179.01 of the Orange Village Records Codified Ordinances to establish terms for the members of the Records Commission and repealing certain ordinances. 1st Reading Kluter asked that a letter be sent to the two current committee members to inform them of the ordinance. C. ORDINANCE NO. 2007-11 An ordinance authorizing the Mayor to enter into a mutual aid agreement to share Service Department equipment and personnel. 1st Reading Agreement with Chagrin Valley Intergovernmental Council Communities. D. ORDINANCE NO. 2007-12 An ordinance authorizing the Mayor to enter into a Video Competition Agreement with AT & T Ohio. 1st Reading Referred to the Planning & Zoning Commission for the April 17, 2007 meeting. E. ORDINANCE NO. 2007-13 An ordinance amending Chapter 1373 of the codified ordinances of the Village to require the installation of carbon monoxide detectors as well as smoke detectors in all dwelling units in the Village. 1st Reading Referred to the Safety Committee. Safety Committee will meet on April 30, 2007 at 7:30pm. F. ORDINANCE NO. 2007-14 An ordinance amending Section 1142.06 of the Codified Ordinances of Orange Village to clarify the standards and procedures by which requests for variances shall be considered. 1st Reading Referred to the Planning & Zoning Commission for the April 17, 2007 meeting. G. ORDINANCE NO. 2007-15 An ordinance amending 1521.03 0f the Codified Ordinances of Orange Village to modify regulations related to the drilling of oil and gas wells. 1st Reading H. ORDINANCE NO. 2007-16 An ordinance amending Section 147.16 of the Orange Village Codified Ordinances to clarify Village and employee responsibilities for certain insurance coverage payment. 1st Reading I. ORDINANCE NO. 2007-17 An ordinance amending certain sections of the Codified Ordinances of Orange Village to modify height regulations for buildings and other structures and repealing certain ordinances. 1st Reading Referred to the Planning & Zoning Commission for the April 17, 2007 meeting. J. A motion to accept the bid from Tri Mor Corporation in the amount of $597,421.50 for the Orangewood Drive Pavement Replacement Project was made by Perry; seconded by Brown. Report of the Council President - Council Clerk to schedule interviews with candidates for the vacant seat on the Planning & Zoning - - - Commission in fifteen minute intervals beginning at 7:00pm on April 25, 2007. - Appreciation to Councilman Soroky for his work on Project Lightspeed (AT & T). - Security and office allocation to be addressed after the Human Resource consultant has submitted his – - report. - Safety Committee to discuss installation of street lighting on Orange Meadow Lane and other locations in - the Village. - Resolutions expressing opposition to the quarterly customer service charge imposed by the City of - - - - - - Cleveland passed by the Cities of Broadview Heights, Independence and Strongsville will be distributed- - to Council for review/discussion at the May 2, 2007 Work Session. 14. Report of the Mayor. - Request for transfer of funds to purchase a new ambulance – this item will be discussed at the Safety - Committee meeting on April 30, 2007; Council requested to see the new vehicle. - Request to schedule a presentation of the Community Survey to Council by the Cuyahoga County - Planning Commission for the Council Work Session on May 2, 2007. - Request to close out the Emery Road Reconstruction/Waterline project in order to proceed with assessments to homeowners. 15. Report of Council Members Kluter - Recording device for Council meetings. - Safety Committee meeting on April 30, 2007 at 7:30pm. - Opportunity for residents to be able to shred papers. - Village Hall security system. - Reduction in road salting during recent snowstorm because the village ran out of salt. Soroky - Discussion of wireless integration between communities at the Pepper Pike Wireless - Task Force meeting on April 10, 2007. Braverman - No report. Centanni - Planning & Zoning meeting for April 3, 2007 was cancelled - Attended NOCCA meeting with Councilman Soroky - Importance of green building design. - Anti-idling of vehicles ordinance passed by the City of Cleveland to lower gas consumption. Perry - No report. Brown - No report. 16. A motion to adjourn to a reconvened meeting on April 25, 2007 at 7:00pm for the purpose of interviewing candidates for the open seat on the Planning & Zoning Commission was made by Perry, seconded by Brown.
