1. Mark Bram, President of Council called the regular meeting to order at 8:01pm.

4. A motion to accept the minutes of the November 14, 2007 regular meeting was made by Brown;
seconded by Centanni

5. A motion to accept the minutes of the December 5, 2007 work session was made by Kluter; seconded by Brown.

6. The October 2007 Treasurer’s Report was not available.
7. The November 2007 Tax Administrator’s Report was not available.
8. A motion to approve the bills to be paid in the amount of $322,989.18 was made by Soroky; seconded by Perry.

10. Old Business: Introduction and consideration of:
A. ORDINANCE NO. 2007-35
An ordinance appointing the Law Director and the Law Department of Orange Village, providing
compensation, and repealing certain ordinances. 2nd Reading
B. ORDINANCE NO. 2007-36
An ordinance confirming the appointment of Stephen Hovancsek & Associates, Inc. as Orange Village
Engineer and repealing certain ordinances. 2nd Reading
11. New Business: Introduction and consideration of:
A. ORDINANCE NO. 2007-37
An ordinance authorizing the Treasurer to transfer certain funds and declaring an emergency. 1st Reading
A motion to suspend the rules was made by Kluter; seconded by Centanni.

A motion to adopt Ordinance No. 2007-37 was made by Centanni; seconded by Brown.

B. ORDINANCE NO. 2007-38
An ordinance authorizing the Mayor to enter into a collective bargaining agreement with the Fraternal
Order of Police and declaring an emergency. 1st Reading
Councilman Braverman requested the words Orange Division be included with Lodge 57 in the ordinance
and collective bargaining agreement.
C. ORDINANCE NO. 2007-39
An ordinance establishing the full-time position of Assistant Treasurer/Tax Administrator, establishing the
compensation for that position, repealing certain ordinances and declaring an emergency. 1st Reading
D. ORDINANCE NO. 2007-40
An ordinance to make annual appropriations for current expenses and other expenditures
of Orange Village during the calendar year 2008, and declaring an emergency. 1st Reading
A motion to suspend the rules was made by Centanni; seconded by Brown.

A motion to adopt Ordinance No. 2007-40 was made by Brown; seconded by Perry.

E. ORDINANCE NO. 2007-41
An ordinance approving the editing and inclusion of certain ordinances as parts of the various component
codes of the Codified Ordinances of Orange Village, Ohio, and declaring an emergency. 1st Reading
12. Audience comments relative to all subjects.
Al McCauley of Emery Road commented on future spending and sections of the Village Charter.
Kathy Fant of Lander Road commented on cable service rates and alternatives.
13. Report of the Mayor
- AT & T U-Verse is currently being installed in Orange Village.
- TMS has been hired to study Miles Road traffic.
14. Report of President of Council
- Video service competition in Orange Village should reduce rates for cable service.
- Comments as out-going Council President.
15. Report of members of Council
Centanni - Planning & Zoning Commission meeting has been rescheduled for December 20, 2007.
Perry - No report.
Brown - No report.
Braverman - Best wishes to councilman Soroky.
Kluter - Emergency escape plan for homeowners should be studied by the Safety Committee.
- Thank you to former Tax Administrator/Ass’t Treasurer for her 12 years of service.
Soroky - Comments as out-going Councilman.
16. A motion to adjourn into executive session to discuss employee compensation, appointment of an employee
and dismissal of an employee was made by Brown; seconded by Perry at 8:53pm.

Nays: None
Treasurer Roger Delman, Police Chief Chris Kostura and Councilman-elect Mark Parks were invited into the
executive session.
17. The regular meeting reconvened at 10:24pm.
18. A motion to adjourn the regular meeting was made by Perry; seconded by Brown at 10:25pm.
