1.	Mark Bram, President of Council, called the meeting to order at 8:04pm.

3.	Roll call

4.	A motion to accept the minutes of the September 5, 2007 work session/special meeting 
	was made by Kluter; seconded by Centanni.

5.	A motion to accept the minutes of the October 3, 2007 work session was made by Perry; 
	seconded by Soroky.

6.	A motion to accept the August 2007 Treasurer’s Report was made by Perry; seconded by Centanni.

7.	A motion to accept the September 2007 Tax Administrator’s Report was made by Brown; 
	seconded by Kluter.

8.	A motion to approve bills to be paid in the amount of $107,830.56 and additional expenses 
	of $98,828.43 was made was made by Perry; seconded by Kluter.
	A motion to withhold partial payment of a bill from Gortz & Associates was made by Soroky; 
	seconded by Kluter.
	Discussion by members of Council about charges and billing from Gortz & Associates.

	A motion to withdraw the motion to withhold partial payment of a bill from Gortz & Associates 
	was made by Soroky; seconded by Kluter.

	Role call for motion to approve bills to be paid.

10.	Old Business: Introduction and consideration of:
A.	ORDINANCE NO. 2007-31
	An ordinance authorizing the Mayor to enter into an agreement with the Village of Chagrin Falls for the 	
	provision of a Reverse 911 Interactive Community Notification System. 2nd Reading
	Addendum to contract for radio call service to provide for the Reverse 911 Interactive Community 			
	Notification System (Exhibit A).  Waiting for Exhibit B.

B.	ORDINANCE NO. 2007-32
	An ordinance granting a variance to H & M Landscaping to allow a deck to be added to the residence 
	at 325 Capital Hill Drive. 2nd Reading
	To be referred to Planning & Zoning Commission.
	No action taken.


11.	New Business: Introduction and consideration of:
A.	ORDINANCE NO. 2007-33
	An ordinance determining the video service provider fee to be paid by a video service provider offering 	
	video service in the village pursuant to a state authorization; authorizing the mayor to give notice to the 	
	video service provider of the provider fee; and declaring an emergency. 1st Reading
	A motion to suspend the rules was made by Perry; seconded by Brown.

	Nayes:	None

	A motion to adopt Ordinance No. 2007-33 was made by Perry; seconded Brown.
	Discussion by members of Council about the franchise fee.

	A motion to amend the ordinance, changing the franchise fee from 3% to %5 was made by Braverman; 	
	seconded by Perry.

B.	ORDINANCE NO. 2007-34
	An ordinance amending Chapter 109, Public Records, repealing certain ordinances and declaring an 	
	emergency. 1st Reading
	A motion to suspend the rules was made by Perry; seconded by Brown.

		Nayes:	None

		A motion to adopt Ordinance No. 2007-34 was made by Kluter; seconded by Perry
		Ayes:	Perry, Centanni, Kluter, Soroky, Braverman, Brown, Bram
		Nayes:	None

C.	RESOLUTION 2007-6
	A resolution accepting the amounts and rates as determined by the budget commission and authorizing the 	
	necessary tax levies and certifying them to the County Auditor.
	A motion to suspend the rules was made by Perry; seconded by Kluter.

		Nayes:	None

		A motion to adopt Ordinance No. 2007-34 was made by Brown; seconded by Perry

12.	A motion authorizing the Mayor to enter into a three (3) year contract with McLeod USA for PRI telephone 
	service to Village Hall, not to exceed $10,000 a year and authorizing the purchase of a new telephone system 
	from TeleCare not to exceed $25,000 was made by Soroky; seconded by Centanni.

13.	Audience comments relative to all subjects.
	Al McCauley of Emery Road commented on plans for a new service facility.

	Centanni	- Comments about the October 16, 2007 Planning & Zoning Commission Meeting.
			- Placement of campaign signs
	Perry		- A “Thank You” letter to be sent to the Godes Family for their gift of
	 		- The Ronald Godes Memorial to the village.
	Brown		- No Report.
	Kluter		- Sharon Delman Race raised $5,000 for The Gathering Place.
	Soroky		- Comments about a call from the Director of NOPEC concerning wireless as a utility.
	Braverman	- No Report.

16.	Report of the President of Council
	Required Training for House Bill #9.

17.	A motion to adjourn to executive session for the purpose of discussing employee compensation was made 
by Perry; seconded by Brown.

		Nayes:	None
		Roger Delman, Treasurer and Chris Kostura, Police Chief were invited to the executive session.
