PUBLIC HEARING ORDINANCE NO. 2005-27
An ordinance granting a variance from section 1154.02 of the Orange Village
Codified Ordinances to permit the outdoor storage of landscaping materials.

4. Motion to approve the minutes of the special/regular meeting of October 5, 2005
was made by Kluter; seconded by Weisblatt.

5. Motion to approve the minutes of the special meeting of November 2, 2005
was made by Parks; seconded by Brown.

6. Motion to accept the September Treasurer's Report was made by Brown;
seconded by Bram.

7. Motion to accept the October Tax Administrator's Report was made by
Weisblatt; seconded by Bram.

8. Motion to approve the payment of bills in the amount of $211,221.48
was made by Brown; seconded by Weisblatt.

10. Old Business: Introduction and reconsideration of:
A. ORDINANCE NO. 2005-27
An ordinance granting a variance from section 1154.02 of the Orange Village
Codified Ordinances to permit the outdoor storage of landscaping materials.
3rd reading.
Planning & Zoning Commission recommended Council to pass the variance on 10-18-05.
Motion to accept the Conclusion of Facts was made by Bram; seconded by Perry.

11. New Business: Introduction and consideration of:
A. ORDINANCE NO. 2005-17
An ordinance authorizing the Mayor to enter into a lease agreement with
J&J Energy, LLC, to drill for oil and gas on Orange Village property.
1st reading, as amended
Refer to Planning & Zoning Commission.
B. ORDINANCE NO. 2005-30
An ordinance amending Ordinance No. 2004-36 to provide an adjustment in the
appropriations for expenditures and other expenses for the fiscal year ending
December 31, 2005, and declaring an emergency. 1st reading.
Change title to read: An ordinance authorizing the Treasurer to transfer certain funds,
ratifying certain transfers, and declaring an emergency.
Motion to suspend the rules was made by Kluter; seconded by Weisblatt.

Motion to adopt Ordinance No. 2005-30 was made by Weisblatt; seconded by Kluter.

C. ORDINANCE NO 2005-31
An ordinance granting a rear yard variance to Mr. And Mrs. John Haselow of 3869 Wild Cherry Oval.
1st reading.

D. ORDINANCE NO. 2005-32
An ordinance amending Chapter 1377 of the Code of Ordinances of Orange Village
to modify Storm Water Management regulations. 1st reading.
Councilman Brown will contact Kyle Dreyfuss-Wells, Chagrin River Watershed
Partners, to make a presentation of this legislation.
E. ORDINANCE NO. 2005-33
An ordinance enacting Chapter 1378 of the Code of Ordinances of Orange Village
to modify erosion regulations. 1st reading.
F. ORDINANCE NO. 2005-34
An ordinance amending Chapter 505 of the Codified Ordinances of the village
to prohibit the outdoor feeding of animals. 1st reading.
G. Motion to declare a Polaroid 1200i camera as surplus equipment and ready
for disposal at the Mayor's discretion was made by Brown; seconded by Bram.

16. Motion to adjourn to executive session for the purpose of discussing the appointment and
compensation of public employees was made by Weisblatt; seconded by Bram.
Councilmen-elect Soroky and Centanni were invited to participate.
