The Northeast Ohio Public Energy Council (NOPEC) is a group of 125 member communities that have banded together to make bulk purchases of electricity and natural gas. NOPEC has locked into the final five (5) months of its agreement with Dominion Retail to supply natural gas to NOPEC customers in the Dominion East Ohio Gas utility service area.
WHO IS ELIGIBLE?
Only East Ohio customers living in a NOPEC member community who are not in arrears on a payment plan with the utility are eligible.
Customers who are signed with another supplier are NOT eligible for the NOPEC program and will not receive the opt-out mailing.
CAN I JOIN IF I AM WITH ANOTHER SUPPLIER?
Yes, you would have to cancel your current contract with your current supplier, which would automatically transfer you back to Dominion East Ohio Gas Company. You would then be eligible when NOPEC conducts its next opt-out mailing for new residents, usually done quarterly. You will want to make sure that your current t supplier will not charge you a cancellation fee.
ARE THERE ADDITIONAL CHARGES?
Yes, the $9.99 per mcf is the price for the actual gas you use. This is the only part of your bill that is deregulated under Ohio Law. Customers must also pay transportation charges and taxes, which adds several dollars per mcf to the total cost. These charges are regulated and beyond NOPEC’s control. All gas customers must pay such charges.

GAS PURCHASES – DEO AREA
Dear NOPEC representative:
I am very pleased to announce to you that NOPEC has been able to purchase the cheapest gas we have purchased since we have been receiving gas from Dominion Retail. We have now extended our purchases in the Dominion East Ohio area from June 2009 through August 2009, at the rate of $9.59 mcf.
NOPEC is very excited about these rates because this puts our member communities in great shape through next summer. Also, the U.S. Department of Energy’s prediction is that natural gas prices during the winter in Ohio will be up 17% from last year. NOPEC’s price for this winter in the DEO area is up seven and one half percent (7.5%) from last year and our price next summer in the DEO area will be 15% less than this summer.
Gas update as of October 21, 2008 – DEO area
September, 2008 - $11.24/mcf
October and November, 2008 - $10.98/mcf
December, 2008-May, 2009 - $10.88/mcf
June, 2009 – August, 2009 - $9.59/mcf

NOTICE OF PURCHASE OF NATURAL GAS
FOR COMMUNITIES IN THE DOMINION EAST OHIO GAS AREA
September 4, 2008
Completion of purchase from December-May at $10.88/mcf.
A week ago, I communicated with you that we had locked down gas prices for your residents for October and November 2008 at $10.98/mcf.
I also indicated that we had purchased 50% of the gas for December 2008 - May 2009. Because Gustav caused little disruption and the market dipped further today, we were able to combine our previous purchases with a very favorable rate to arrive at a blended rate of $10.88/mcf through the end of May. These prices are significantly less than the prices just two months ago which exceeded $16/mcf. This price also compares favorably with last winter season’s NOPEC DEO price of $9.99/mcf, taking into account the very substantial energy price run up since then.
Again, you need to remind your residents that our job at NOPEC is to protect them from high gas prices. We believe we have done that for this winter. Should they find a lower price, they can leave NOPEC at no charge at any time. You should also caution them, however, that should they make a mistake and wish to come back to NOPEC, the process could take several months. NOTICE OF PURCHASE OF NATURAL GAS – AUGUST 27, 2008
Good news for NOPEC Member Communities!
At the end of July, we reported to you that NOPEC had been able to lock-in very favorable rates for August and September and that we had purchased 25% of the gas we needed through May 2009, in the Dominion East Ohio area and through the end of December in the Columbia Gas area.
The prices have continued to fall and we are pleased to announce that we have completed our purchase of gas in the Columbia area through December and we have a fixed rate in the DEO area through November. We have also purchased 50% of the gas needed in the DEO area through May at a favorable rate. The prices we are now offering are as follows:
Columbia Gas area
- September - $11.85mcf
- October - $11.75mcf
- November and December - $11.93mcf
NOPEC is in the process of seeking bids for the COH area under a new 2-year contract to begin on January 1, 2009.
Dominion East Ohio Area
- September - $11.24mcf
- October and November - $10.98mcf
- December – May – We have purchased 50% of the gas needed for these months at a blended rate that we believe will protect all NOPEC customers from escalating prices. Although the market has increased with the threat of Hurricane Gustav, we are watching the market very closely so that we can purchase the remainder of the gas that we need throughout the winter.
Again, you need to remember that our job at NOPEC is to protect you high gas prices. We believe we have done that for this winter. Should you find a lower price, you can leave NOPEC at no charge at any time. You should also be cautious, however, that should you make a mistake and wish to come back to NOPEC, the process can take several months.
