MINUTES Mayor Kathy Mulcahy called the meeting to order at 7:30 pm. Members Present: Carmen Centanni, Jonathan Shanes, Brian Hitt, John Terlep, Jud Kline and Mayor Kathy Mulcahy Members Absent: Scott Lewis Others Present: Stephen Byron, Law Director Lou Hovancsek, Building Commissioner Ron Kluchin, Village Architect Mary Fisco, PZ/ABR Secretary #1 CABINET & LANDSCAPING - AT&T - 29099 Miles Rd. - Joe Kilcoyne, AT&T Representative Present: Joe Kilcoyne PZ/ABR Discussion: Joint motion to approve contingent upon eliminating the snow mound spirea plant shown below the dogwood tree and to adjust the dogwood location to allow for adequate space for the root ball adjacent to the cabinet was made by Hitt; seconded by Centanni. Ayes: Centanni, Shanes, Hitt, Terlep, Kline and Mulcahy No: None #2 REPORT & RECOMMENDATION TO COUNCIL: (ORDINANCE 2007-30) AN ORDINANCE AUTHORIZING THE CITY OF SOLON TO PROVIDE SANITARY SEWER SERVICE TO THE PROPERTY OWNED BY ASHFAQ AHMED, LOCATED AT 4989 LANDER ROAD, AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH THE CITY OF SOLON, REQUIRING THAT THE PROPERTY OWNER MAINTAIN ALL SEWER FACILITIES LOCATED UPON ITS PROPERTY, AND REQUIRING THE PAYMENT OF ALL COSTS AND EXPENSES INCURRED BY THE VILLAGE IN INSPECTING AND PERMITTING THE PROPOSED SEWER IMPROVEMENT. PZ Discussion: Motion to recommend was made by Hitt; seconded by Shanes. Ayes: Centanni, Shanes, Hitt and Mulcahy No None #3 GENERAL DISCUSSION - Weintraub Property, Harvard Rd. - Stelex Equities LLC Conceptual Proposal of New Development Present: Jordan Berns, Attorney Steve Nicholas, Stelex Equities Alex Savitz, Stelex Equities Some Discussion Topics Included: · Site Location · Fountain Entrance · “High-End” Development, Traditional Architecture · Number of Units/Homes & Occupants/Residences · Buildings Include: Club House, Amphitheater, Skilled Nursing, Independent Living, Assisted Living, Retail, Restaurant, Single Family Homes and Duplex Homes (starting at $450,000) · Homeowner Association · Timeline/Phases · Underground Parking, Sidewalks, Walking Trails, Street Lighting #4 BUILDING COMMISSIONER’S REPORT · Lou has had numerous meetings with members from The Barkley Pet Hotel regarding grading issues. · Jonathan Shanes also reported that there have been two (2) outside meetings with the representatives from The Barkley Pet Hotel and Day Spa since the August 7th Planning & Zoning meeting. In attendance from Orange Village were Jonathan Shanes, Lou Hovancsek, Brian Mader and Mayor Kathy Mulcahy. Law Director Steve Byron attended the first meeting only. Discussion included the grading issues and completion of the site development. · The Mooney Gas Station (Chagrin Blvd.) had an original deadline of 8/21/07 to demolish the canopy. This date has been delayed by one day to Wednesday, August 22nd. Mr. Mooney wants to keep and re-use the existing posts. Lou will meet with them again on Wednesday, August 22nd to discuss. #5 ANY OTHER TOPIC FOR DISCUSSION David Hartt (Orange Village Planner) discussed rezoning possibilities regarding the Weintraub property. Some options discussed were to amend district U3-a, combine 2 existing districts or to create a new district. Direction was given to create a new district by amending U-3a. Motion to approve the minutes of the August 7, 2007 as amended was made by Kline; seconded by Hitt. Corrections: #2 Add: 2. Correct spelling of quoins. #3 Add: Extensive discussion was had regarding the completeness of the plans and as a result no action was taken. #5 Add: A lengthy discussion was had and as a result no action was taken. #7 Add: A proposal for the development of the Weintraub property will be brought before the board members at the next PZ/ABR meeting.
