MINUTES
Mayor Kathy Mulcahy called the meeting to order at 7:35 pm.  

Members Present:	Carmen Centanni, Anthony Lazar, Brian Hitt, John Terlep, 
		Jud Kline and Mayor Kathy Mulcahy

Members Absent:	Scott Lewis

Others Present:	Becky Schaltenbrand, Schottenstein, Zox & Dunn Co, LPA

#1	EXTERIOR ALTERATIONS

PZ/ABR Discussion:  Joint motion to approve subject to 
	1. A subcommittee consisting of Lou Hovancsek, Jud Kline and Ron Kluchin 
              approving the revised positioning of air handlers; and
	2. The exhaust fans to be painted the same color as the background panel 
	was made by Mulcahy; seconded by Hitt.

Discussion was had regarding the reconstruction of the fire damaged home.   
The home can be rebuilt using the current home footprint because the dwelling 
has not been destroyed beyond 75 percent; and the rebuilt structure will not 
increase the nonconformity.



#3	REPORT AND RECOMMENDATION TO COUNCIL – ORDINANCE 2008-33
	
AN ORDINANCE SUPPLEMENTING SECTION 1121.08 AND AMENDING 
SECTIONS 1123.01, 1123.02, 1123.03, 1129.14, 1143.03 AND 1143.05 OF THE 
CODIFIED ORDINANCES OF ORANGE VILLAGE RELATING TO THE VILLAGE’S 
PRELIMINARY PLAT AND PRELIMINARY DEVELOPMENT PLAN REVIEW 
PROCEDURES AND FINAL PLAT APPROVAL PROCEDURES, AND REPEALING 
CERTAIN ORDINANCES.
	
PZ Discussion:  Motion to recommend was made by Centanni; seconded by Hitt.

#4	REPORT AND RECOMMENDATION TO COUNCIL – ORDINANCE 2009-6

AN ORDINANCE APPROVING A FINAL SUBDIVISION PLAT FOR THE LAKES OF 
ORANGE SUBDIVISION, ACCEPTING A DEDICATION FOR PUBLIC USE OF ORANGE 
LAKE DRIVE, LAKE PLACID COURT NORTH, LAKE PLACID COURT SOUTH, AND THOSE 
PORTIONS OF THE SUBDIVISION LYING WITHIN THE BOUNDS OF BRAINARD ROAD AS 
SHOWN ON THE PLAT, FOR PROPERTY OWNED BY LAKES OF ORANGE, LLC, 
AUTHORIZING THE ENDORSEMENT THEREOF “FOR DEDICATION PURPOSES ONLY,”  
AND AUTHORIZING IMPROVEMENTS IN ACCORDANCE THEREWITH.  

PZ Discussion:  Motion to recommend was made by Lazar; seconded by Hitt.

#5	BUILDING COMMISSIONER’S REPORT

·	The Building Department has had many inquiries regarding the 
	Point of Sale process.
·	A permit has been issued for the canopy project at the 
	University Hospital facility.
·	Lou is still looking into the exiting method at the 
	University Hospital facility using the stairwells.

#6	ANY OTHER TOPIC FOR DISCUSSION

·	Mayor Mulcahy mentioned that Council will discuss selection of architect for the new 
	service garage facility at the May 6th Council work session.
