Mayor Mulcahy called the meeting to order at 7:30 pm.

Roll Call:  Carmen Centanni, Jonathan Shanes, Brian Hitt (arrived 7:50 pm), Ed Salim (arrived 8:15 pm), 
	   John Terlep, Jud Kline and Mayor Kathy Mulcahy

PZ Discussion:  Motion to approve contingent upon Police Chief reviewing the site location was made by 
Mulcahy; seconded by Centanni.

PZ/ABR Discussion:  Discussion was had if the project met ADA requirements.  
Landscaping plans must be submitted before obtaining an occupancy permit.  Joint motion to approve subject
 to compliance with the Village Engineer's, Village Architect's and Plans Examiner comments was made by 
Mulcahy; seconded by Terlep.

#5	REPORT & RECOMMENDATION TO COUNCIL: (ORDINANCE #2006-50)
	An ordinance finding that the use of the property at 27099 Miles Road for a crematorium, in conjunction 
             with an existing funeral home, is a similar, harmonious and compatible use with the other permitted uses 
             in a U-4 local retail business districts.

No Action Taken  
To be placed on the December 5, 2006 Agenda

#6	REPORT & RECOMMENDATION TO COUNCIL: (ORDINANCE #2006-43)
	An ordinance amending certain chapters of the Zoning Code of Orange Village to permit the placement 
             of newspaper boxes as accessory uses adjacent to buildings in certain zoning districts which are established 
             as certain principal uses, and repealing certain ordinances.

PZ Discussion:  The newspaper boxes should be uniform in appearance, color, character & size and a quantity
 of no more than 4 (four).  Delete 'Hotel & Motel'.  This ordinance would be for U-4 and U-4A zoning only. 
 Remove Sections 5 and 6.  Motion to recommend to Council as amended was made by Centanni; seconded by Hitt.

#7	REPORT & RECOMMENDATION TO COUNCIL:  (ORDINANCE #2006-46)
	An ordinance amending Section 1148-09 of the Codified Ordinances of Orange Village, to modify 
              regulations related to dwelling unit area and lot coverage and repealing certain ordinances.

PZ Discussion:  Amend Section 1148.09 (b) to read 15%.  Brian Hitt did not feel comfortable about the 
numbers/percentages.  Motion to recommend to Council as amended was made by Mulcahy; seconded by Centanni.

#8	BUILDING COMMISSIONER'S REPORT

Barkley Pet Hotel construction is moving along.

Mayor Kathy Mulcahy discussed High Performance Program
Cleveland Institute of Art
Continuing Care, Weintraub Property
On December 5, 2006 PZ Agenda, Brian Mader will discuss possible locations for the Service Department 
on Village property.
Gas Well on Village property will be plugged
Jud Kline will not be in attendance on the 12-5-06 PZ/ABR Meeting

Motion to approve the minutes as amended was made by Mulcahy; seconded by Kline.

Corrections:  #1 Delete 'Withdrawn by Ron Klein, 11/7/06' and 'To be placed on the December 5, 2006 agenda'.  
Replace with:  'No Action Taken'.
