Mayor Kathy Mulcahy called the meeting to order at 7:30 pm.

PZ/ABR Discussion: Joint motion to approve subject to the Plans Examiner’s approval of the
Compliance to the OBC as determined by the explanation of UH’s proposed use, and subject
to glass and features matching the existing building was made by Mayor Mulcahy; seconded by Hitt.

#3 REPORT & RECOMMENDATION (2008-26)
AN ORDINANCE GRANTING A SERVICE STATION PRICE SIGN SIZE VARIANCE
TO TRUE NORTH ENERGY, LLC FOR 27010 CHAGRIN BOULEVARD.

Rebecca Schaltenbrand swore in Joe Jenkins, Bob Santo and Steve Haynosch.
This Ordinance will be sent back to the Law Director for corrections and rewording.
Tabled.
#4 DISCUSSION
Jud Kline discussed the possibility of creating an overlay for the code on sustainable building
and development standards. He reported that the Cleveland Museum of Natural History has created
a ‘Climate Change Work Group’. They are studying the ‘carbon footprint’ of Northeast Ohio to
determine strategies to reduce the carbon footprint by 90%. Jud proposes creating an ad hoc
committee and begin investigating how Orange Village can research and develop strategies.
A report would be generated and presented to Council. Mayor Mulcahy suggested Jud Kline be
the Chairperson of this committee. Other members may include: Anthony Lazar, PZ/ABR member;
Ron Kluchin, Village Architect; Mayor Kathy Mulcahy; Lou Hovancsek, Building Commissioner;
Rebecca Schaltenbrand, Legal Council; Amy Brennan, Chagrin River Watershed Partners; and
David Hartt, Village Planner.
#5 BUILDING COMMISSIONER’S REPORT
· The oil/gas well on Dr. Haaga’s property (4309 N. Hilltop Rd) is dry and has been plugged.
There will be trees planted to replace the ones taken down because of the drilling.
· Lander Road resident, Mr/Mrs Picciano, are proposing drilling for oil/gas.
· The Building Department has received a $2,000 check from AT&T for landscaping at the newest
box installation location (Lander Road near Orangewood Drive).
· The results came in for the recent ISO report. Orange Village dropped 1 rating point from a 3 to a 4.
If Orange Village passes 2 new ordinances, the Village can retain its 3 rating.
· Because the fee schedule has recently changed, the Building Department has been busy
changing its forms. These forms will also be available soon on-line.
#6 ANY OTHER TOPIC FOR DISCUSSION
· Mooney’s Gas Station (27000 Chagrin Blvd.) should be installing a new canopy soon.
· There is a dumpster placed outside the 3969 Beechmont Trail dwelling (previously owned by Mr. Goldfarb).
A new roof is planned for the house.
It is unknown when the dumpster will be removed.
· The Barkley Pet Hotel has fixed the damage near the front door from a prior accident.
Motion to approve the minutes of the September 16, 2008 meeting was made by Centanni; seconded by Hitt.

There being no further business, the meeting was adjourned at 8:55 pm.
