1. Mark Bram, President of Council called the regular meeting to order at 8:01pm.

A motion to excuse Councilwoman Perry was made by Brown, seconded by Kluter.

4. RESOLUTION NO. 2007-04
A resolution honoring Thor Larsen for his many years of service to
Orange Village as Village Architect,
and wishing him well upon the occasion of his retirement.
A motion to pass Resolution 2007-4 was made by Kluter, seconded by Braverman

Mayor Mulcahy read Resolution No. 2007-04.

7. A motion to accept the minutes of the March 7, 2007 work session was made

8. A motion to accept the final December 2006 Treasurer’s Report was made
by Brown; seconded by Centanni.

9. A motion to accept the January 2007 Treasurer’s Report was made
by Brown; seconded by Centanni.

10. A motion to accept the February 2007 Tax Administrator’s Report was
made by Brown; seconded by Kluter.

11. A motion to approve bills to be paid in the amount of $206,835.38 and
additional expenses of $40,386.96 was
made by Brown; seconded by Centanni.

13. Old Business: Introduction and consideration of:
A. ORDINANCE NO. 2007-3
An ordinance amending Section 1170.05 of the Codified Ordinances of
Orange Village to regulate the height of fences in certain districts and
repealing certain ordinances. 2nd Reading
Reviewed by the Planning & Zoning Commission on March 6, 2007.
Planning & Zoning Commission recommends passage of Ordinance 2007-3.
B. ORDINANCE NO. 2007-4
An ordinance amending Section 1335.01 of the Codified Ordinances of
Orange Village to provide that the chair of the Planning and Zoning Commission
shall serve as the chair of the Architectural Board of Review, providing for certain
procedures of the Board and Commission and repealing certain ordinances.

Referred to the Planning & Zoning Commission for March 20, 2007 meeting.
C. ORDINANCE NO. 2007-5
An ordinance authorizing the Mayor to enter into agreements with the City of Cleveland
to transfer the ownership and replacement obligations of the Village’s municipal
waterlines to the City of Cleveland and create a Joint Economic Development zone.
2nd Reading
Council will discuss Ordinance 2007-5 when the contract is received from the
City of Cleveland and can be reviewed.
D. ORDINANCE NO. 2007-6
An ordinance granting a front yard variance to Mr. and Mrs. Paul Takach at 29250 Pike Drive.
2nd Reading
Reviewed by the Planning & Zoning Commission on March 6, 2007.
Planning & Zoning Commission recommends passage of Ordinance 2007-6.
Set for public hearing on April 11, 2007 at 8:00pm.
E. ORDINANCE NO. 2007-7
An ordinance enacting Chapter 914 of the Orange Village Codified Ordinances to
regulate discharges to the Village Separate Storm Water System, as amended.
2nd Reading
Reviewed by Storm Water Management Committee on February 21, 2007.
Storm Water Management Committee recommends passage of Ordinance 2007-7.
14. New Business: Introduction and consideration of:
A. ORDINANCE NO. 2007-8
An ordinance approving and confirming the appointment of Michael Wildermuth as
Alternate Plans Examiner-Class II for the Building Department of Orange Village.
1st Reading
Mr. Wildermuth will replace Mr. Eugene Monroe, who was appointed in 1998.
B. RESOLUTION NO. 2007-2
A resolution encouraging the Special Olympics Board of Trustees to select
Northeast Ohio for the 2011 Summer World Games.
A motion to adopt Resolution No. 2007-2 was made by Kluter; seconded by Soroky.

C. RESOLUTION NO. 2007-3
A resolution adopting the countywide Natural Hazards Mitigation Plan for Cuyahoga County.
A motion to adopt Resolution No. 2007-3 was made by Centanni; seconded by Soroky.

D. A motion to confirm the appointment of Acting Village Architect Ron Kluchin as
Village Architect was made by Brown; seconded by Centanni.

Mr. Kluchin will be sworn in at the Planning & Zoning Meeting on March 20, 2007.

- Approval of Ron Kluchin as Village Architect.
- Location of a new service facility on Village Hall campus.

17. Report of the Mayor.
- Draft of the AT & T Video Competition Agreement.
- A replacement for Lisa Perry to serve on Tinker’s Creek Watershed Partners board.
- Records Commission resident appointments.
- April meeting at Cleveland State University on transfer of development rights.
- Cindy Wiley was appointed as Orange Village resident representative
to Orange Recreation Board.
- Exploring options for recording public meetings.
- Special session of Orange Board of Education on April 12, 2007 regarding
proposed state constitutional
- amendment to restructure funding of public schools.
- Cuyahoga County Planning Commission is working on the community survey.
18. Report of Council members.
Kluter - No Safety Committee report as the committee is currently without assignment.
- Distributed copies of Herb Braverman’s memorandum on A Healthy Community.
- Suggested the Village explore option to offer an opportunity for residents
to shred documents.
- Commended Thor Larsen for his many years of service to the Village as Architect.
- Appointment of residents to the Records Commission.
Soroky - Mailing of Council newsletter to residents before the end of March.
Centanni - Search for Planning & Zoning Commission replacement.
- Master Plan update.
Brown - Work session to discuss record retention and recording of meetings.
- Stormwater Management Committee met to review information to be
included in 2006
- Annual Report.
- Stormwater Management Committee will be exploring procedures to reduce
salt applications to roads and fill material usage/content and resolving dry
weather flows as part of the next step of the Phase II Storm Water Plan.
19. A motion to adjourn to executive session for the purpose of discussing
specialized details of security arrangements for Village Hall and to discuss
prospective litigation with the law director was made by Brown; seconded by Centanni.

Adjourned to executive session at 9:19pm.
