A motion to accept the minutes of the October 10, 2007 regular meeting was made by Soroky; seconded by Kluter. Ayes: Soroky, Braverman, Perry, Centanni, Kluter, Bram Nays: None 5. A motion to accept the minutes of the November 7, 2007 work session was made by Centanni; seconded by Perry. Ayes: Soroky, Braverman, Perry, Centanni, Kluter, Bram Nays: None Councilman Brown arrived at the meeting at 8:09pm. 6. A motion to accept the September 2007 Treasurer’s Report was made by Soroky; seconded by Centanni. Ayes: Soroky, Braverman, Brown, Perry, Centanni, Kluter, Bram Nays: None 7. A motion to accept the October 2007 Tax Administrator’s Report was made by Perry; seconded Kluter. Ayes: Soroky, Braverman, Brown, Perry, Centanni, Kluter, Bram Nays: None 8. A motion to approve the bills to be paid in the amount of $485,763.89 and additional expenses of $15,581.41 was made by Perry, seconded by Soroky. Ayes: Soroky, Braverman, Brown, Perry, Centanni, Kluter, Bram Nays: None 9. Audience comments relative to agenda items. No comments. 10. Old Business: Introduction and consideration of: A. ORDINANCE NO. 2007-31 An ordinance authorizing the Mayor to enter into an agreement with the Village of Chagrin Falls for the provision of a Reverse 911 Interactive Community Notification System. 3rd Reading Addendum to contract for radio call service to provide for the Reverse 911 Interactive Community Notification System (Exhibit A); General Order 462 (Exhibit B). A motion to adopt Ordinance No. 2007-31 was made by Perry; seconded by Centanni. Ayes: Soroky, Braverman, Brown, Perry, Centanni, Kluter, Bram Nays: None B. ORDINANCE NO. 2007-32 An ordinance granting a variance to H & M Landscaping to allow a deck to be added to the residence at 325 Capital Hill Drive. 3rd Reading Referred to Planning & Zoning Commission. No action taken. No variance needed due to change in plans. A motion to adopt Ordinance No. 2007-32 was made by Centanni; seconded by Brown. ORDINANCE 2007-35 An ordinance appointing the Law Director and the Law Department of Orange Village, providing compensation, and repealing certain ordinances. 1st Reading B. ORDINANCE 2007-36 An ordinance confirming the appointment of Stephen Hovancsek & Associates, Inc. as Orange Village Engineer and repealing certain ordinances. 1st Reading C. RESOLUTION 2007-7 A resolution requesting the County Auditor and Treasurer to advance taxes in accordance with the Ohio Revised Code. A motion to adopt Resolution No. 2007-7 was made by Brown; seconded by Soroky. Ayes: Soroky, Braverman, Brown, Perry, Centanni, Kluter, Bram Nays: None D. A motion to authorize the lease for five (5) 2008 Crown Victoria sedans for the Police Department through the State program for a total of $108,100 to be paid in three (3) installments of $38,186.76 was made by Perry; seconded by Brown. Report of the Mayor - Attended NOPEC meeting; received one-time check of $1,137. to be used for energy conservation. - NOPEC General Assembly authorized NOPEC to form a 501-C4 corporation establishing NOPEC, Inc. a consumer energy retail supplier. - Attended her first meeting as a Regional Advisory Board Member for State Auditor Mary Taylor; the meeting included discussion about auditing standards. - Thanked Dan Brown for attending Chagrin River Watershed Partners on her behalf; next meeting is December 13, 2007. - Asked Councilman Brown to review new recycling brochure; grant reconciliation deadline is November 30, 2007. - Informed members of Council that free flu shots will be available at 7:00pm on November 19, 2007. 14. Report of the Council President Would like Council to focus on the following issues: - Economic development of Chagrin Highlands. - New service facility; address needs of the Service Department and contain costs. - Rezoning of the Weintraub property. - Publication of the newsletter. 15. Report of Council Members Centanni - Asked the Law Director if there was any news regarding the Dublin case on residential fire suppression systems. Perry - No report. Brown - Will need to develop procedures to follow auditing standards of the State Auditor. - Chagrin River Watershed Partners expressed high regards for the Sterncrest drainage project. Braverman - No report. Soroky - Council should continue support of NOPEC programs. Kluter - Address to Council concerning the November elections. 16. A motion to adjourn to executive session for the purpose of discussing the Police Union Contract employee compensation, appointment and employment of employees was made by Perry.
