MINUTES

Prior to the meeting at 7:00 p.m. Mayor Kathy Mulcahy was sworn in by Law Director, 
Steve Bryon. Councilwoman Kluter, Councilman Parks and Councilman elect Duber 
were sworn in by Mayor Kathy Mulcahy. At that time, Roger Delman, former Treasurer 
for 27 years, was given a plaque which will be hung in the Roger Delman Finance Room.




PUBLIC HEARING				ORDINANCE 2011-32 - Amended
An Ordinance determining a tire showroom and automotive service facility to be a similar 
U-4 District use and granting a Special Use Permit to Carl J. Cardella, on behalf of Conrad’s 
Tire Realty Company, Inc. for the property located at 27370 Chagrin Boulevard. John Turk 
represented Conrad Tire


1.     Mark Parks, Council President, called the Special Meeting to order at 8:00 p.m.

4.   Election of Council President – open floor for nominations
	
	Mark Parks requested nominations to appoint the Council President for 2012
	Lisa Perry nominated Mark Parks; seconded by Kluter
	Additional call for nominations read twice
	A motion to close nominations and cast a unanimous ballot for Mark Parks as 
	Council President made by Brown; seconded by Perry;
              	Mark Parks accepted the nomination for Council President for 2012
	Ayes:  Brown, Bonk, Perry, Braverman, Kluter, Duber, Parks
              	Nays:  None
              
5.   Election of Council President Pro-tem – open floor for nominations

	Mark Parks requested nominations to appoint the Council President Pro-tem for 2012
	Dan Brown nominated Lisa Perry
	Additional call for nominations read twice
	A motion to close nominations and cast a ballot for Lisa Perry for Council President 
	Pro-tem made by Braverman; seconded by Brown
	Ayes:  Brown, Bonk, Perry, Braverman, Kluter, Duber, Parks
	Nays:   None
	
	Lisa Perry accepted the nomination for Council President Pro-tem for 2012
              
6.    	Mrs. Perry nominated Council member Duber to serve on the Board of the Volunteer 
	Fire Fighters’ Dependents  Fund; seconded by Braverman. Mr. Duber accepted.

      	Mr. Braverman nominated Council member Bonk to serve on the Board of the Volunteer Fire Fighters’   
      	Dependents Fund; seconded by Perry. Mr. Bonk accepted.

      	Motion to elect Mr. Duber and Mr. Bonk to the Board of the Volunteer Fire Fighters’ Dependents Fund 
      	made by Braverman; seconded by Pery. 

     	Aye Votes for Duber and Bonk - Brown, Bonk, Perry, Braverman, Kluter, Duber, Parks	
	    
7.  	Motion to confirm Scott Lewis to the Planning and Zoning Board made by Perry; seconded by Kluter
	Ayes: Brown, Bonk, Perry, Braverman, Kluter, Duber, Parks
          	Nays:  None
     
    	Mr. Lewis was sworn in by Mayor Mulcahy.

8.  Old Business Discussion of Pending Legislation

A. ORDINANCE 2011-32 Amended
	 An Ordinance determining a tire showroom and automotive service facility to be a similar U-4 
	District use and granting a Special Use Permit to Carl J. Cardella, on behalf of Conrad’s

	3rd  Reading – Referred to P & Z – Approved December 6th 

          	Motion to accept the Conclusions of Fact made by Brown; seconded by Perry.
	Ayes: Brown, Bonk, Perry, Braverman, Kluter, Duber, Parks
      	Nays:  None

          	Motion to adopt Ordinance 2011-32 made by Perry; seconded by Brown
	Ayes: Brown, Bonk, Perry, Braverman, Kluter, Duber, Parks
	Nays:  None

B. ORDINANCE 2011-34
	An Ordinance approving and confirming the appointment of Stephen Hovancsek 
	& Associates, Inc., as Orange Village Engineer and repealing certain ordinances. 
	2nd  Reading

C. ORDINANCE 2011-35	
	An Ordinance appointing Blair N. Melling as the Prosecutor of Orange Village, and 
	providing compensation for the Prosecutor.  2nd Reading

D. ORDINANCE 2011-36
	An Ordinance authorizing the Mayor to enter into an agreement with Ice Miller LLP, 
	effective from January 1, 2012 through December 31, 2012. 2nd  Reading

E. ORDINANCE 2011-40
	An Ordinance approving the editing and inclusion of certain Ordinances as parts of 
	the various component codes of the Codified Ordinances of Orange Village, Ohio, 
	and declaring an emergency. 2nd  Reading

F. (added to the agenda) Motion to approve the purchase a surveillance 
	camera for the Police Department in the amount of $19,945 made by Braverman; 
	seconded by Perry. This item will be covered by a grant.

9.  Motion to adjourn Special Meeting at 8:21 p.m. made by Perry; seconded by Braverman

11.  Old Business Discussion of Pending Legislation and Motions

A. ORDINANCE 2011-33 - Amended
	An Ordinance granting a front yard setback variance to Russell  Rogers for his 
	property located at 3941 White Oak Trail. 
	3rd   Reading. – Referred to P & Z – No Action Taken – Amended and 
	resubmitted to P & Z - Approved –  Public Hearing January 11, 2012

B. ORDINANCE 2011-39
	An Ordinance agreeing to change a portion of the boundary of Orange Village 
	with the City of Pepper Pike. 
	2nd  Reading – Council requested a plat map from Brian Mader or Lou Hovancsek  
	for the next meeting
	Codified Ordinances to provide for the transfer of unclaimed Building Department 
	deposits to the General Fund in a manner consistent with the Ohio Revised Code. 
	2nd  Reading. – A map was provided by Lou Hovancsek.
