1.	Dan Brown, Council President, called the Special Meeting to order at 8:00 p.m.

4     	A motion to adjourn to Executive Session for the purpose of discussing the 
	appointment of municipal officials made by Perry; seconded by Parks.

5.    	Reconvene Special Meeting

6.    	Election of Council President – open floor for nominations

	Lisa Perry requested nominations to appoint the Council President for 2009
	Carmen Centanni nominated Dan Brown 
	Additional call for nominations, read twice A motion to close nominations 
	and cast a unanimous ballot for Dan Brown as Council President made by 
	Centanni; seconded by Braverman
	AYES:  Parks, Perry, Braverman, Centanni, Bram, Kluter, Brown
	NAYS:  None

7.   	Election of Council President Pro-tem – open floor for nominations

	Dan Brown requested nomination to appoint the Council President Pro-tem for 2009
	Mark Parks nominated Lisa Perry
	Additional call for nominations, read twice
	A motion to close nominations and cast a unanimous ballot for Lisa Perry as 
	Council President Pro-tem made by Centanni; seconded by Bram
	AYES:  Parks, Perry, Braverman, Centanni, Bram, Kluter, Brown
	NAYS:  None

8.   	A motion to re-appoint Anthony Lazar as a Planning and Zoning Member made by 
	Bram; seconded by Parks.
	AYES:  Parks, Perry, Braverman, Centanni, Bram, Kluter, Brown
	NAYS:  None


9.   	A motion for Council to elect Parks and Centanni to serve on the Board of the 
	Fire Fighters’ Dependents Fund made by Perry; seconded by Bram.
	AYES:  Parks, Perry, Braverman, Bram, Kluter, Brown
	NAYS:  None
	ABSTAIN: Centanni



10.    Old Business Discussion of Pending Legislation
	
	A. ORDINANCE 2008-30
	An Ordinance approving and confirming the appointment of Stephen Hovancsek 
	& Associates, Inc., as Orange Village Engineer and repealing certain ordinances. 
	2nd Reading 
	
	B. ORDINANCE 2008-31
	An Ordinance approving the editing and inclusion of certain ordinances as parts 
	of the various component codes of the Codified Ordinances of Orange Village, Ohio, 
	and declaring an emergency. 2nd  Reading

	C. ORDINANCE 2008-32	
	An Ordinance appointing the Prosecutor of Orange Village, providing compensation 
	for the Prosecutor, and repealing certain ordinances. 2nd Reading

	Council President advised Council that the Committee Chairs will remain the same 
	and Council should bring any changes in committee personnel to the next meeting 
	for confirmation.

11.   	Adjourn the Special Meeting at 8:19 p.m.

12.   	The Work Session was called to order 8:19 p.m.

13.  	Old Business Discussion of Pending Legislation	

	A.  ORDINANCE 2008-28 - AMENDED
	An Ordinance amending Section 147.16 of the Codified Ordinances of Orange Village to 
	provide for an increase in the monthly incentive to employees who utilize non-village health 
	insurance coverage and to provide group life and disability insurance to eligible employees 
	pursuant to a Section 125 Plan, and declaring an emergency. 3rd  Reading
	
	B.  ORDINANCE 2008-33
	An Ordinance amending Section 1123.02, Section 1123.03, and Section 1143.03 of the 
	Codified Ordinances  of Orange Village to revise the Village’s Preliminary Plat and 
	Preliminary Development Plan Review Procedures, and repealing certain ordinances. 
	2nd Reading - Referred to P & Z. – Ordinance being revised

	Ordinance 2008-26 will be added to agenda for next week.

14.     	New Business Discussion of New Legislation and Motions
	No new business at this time – An appropriations ordinance will be introduced next week. 
	– The Management Operating Budget will be in the packet.

15.    	Audience Questions and Answer
         	No Comments

16.   	Discussion of White Paper – Gas and Oil Wells
        	Committee will research on progress in other communities. Village may 
	consider some informational meetings.

	Braverman -  	Community Garden needs volunteers

	Kluter –  		Sensible Salting
	Parks –  		Treasurer updated Council on the Village’s financial status
	Perry –  		Invitation from Ohio EPA to attend Tinkers Creek meeting on January 21.


18.    	Comments by the Mayor 
	- Received 10 submissions from architects – now being reviewed – interviews with finalists in February.
	- New Administrative Assistant for Mayor, Anna Girardi
	- Goals for 2009 will be presented next week.

19 .  	Comments by Council President 
	- Jud Kline implemented an idea to create and suggest green sustainable concepts 
	for the Village building code.
	- Percentages of recycling for October, November and December up to 35 to 40%

20 .  	Adjourn Work Session  at 9:26 p.m.

21.  	Reconvene the Special Meeting at 9:26 p.m.

22.   	A motion was made to adjourn to Executive Session at 9:27 p.m. to discuss prospective litigation made by 
        	Perry; seconded  by Parks.

23.  	Reconvene to Special Meeting
