1. Dan Brown, President Pro-Tem called the special meeting to order at 2:00pm.

Members present: Brown, Braverman, Perry, Parks
Members absent: Bram, Kluter, Centanni,
Others present: Kathy Mulcahy, Mayor
Stephen Byron, Law Director
Chris Kostura, Police Chief
Bruce White, Fire Chief
Kristin Dubyak, Clerk of Council
4. Motion to adjourn to Executive Session to discuss the appointment, employment,
dismissal and compensation of Orange Village employees and officials.
Motion made by: Lisa Perry Seconded by: Mark Parks
Ayes: Braverman, Perry, Parks, Brown
Nays: None
5. Reconvene meeting
6. Election of Council President – open floor for nominations
Herb Braverman nominated Dan Brown
Additional call for nominations, read twice
Herb Braverman moved to close nominations and unanimously elect
Dan Brown as Council President Lisa Perry seconded the motion.
Ayes: Braverman, Perry, Parks, Brown
Nays: None
7. Election of Council President Pro-Tempore – open floor for nominations
Mark Parks nominated Lisa Perry
Additional call for nominations, read twice
Mark Parks moved to close nominations and unanimously elect Lisa Perry
as Council Pro Tempore
Herb Braverman seconded the motion
Ayes: Braverman, Perry, Parks, Brown
Nayes: none
8. As there was no objection, Council President Brown amended the agenda ,
with the consent of all members present , to further organize council by
suspending Kristin P. Dubyak from performing any further duties on behalf
of Council and appointing Valerie J. Sickles as acting Clerk of Council
Motion made by: Lisa Perry Seconded by: Mark Parks
Ayes: Braverman, Perry, Parks, Brown
Nayes: none
Kristin P. Dubyak suspending from performing further duties on behalf of Council,
and Valerie J. Sickles appointed Acting Clerk of Council
9. Old Business: Introduction and consideration of:
A. ORDINANCE 2007-38
An ordinance authorizing the Mayor to enter into a collective bargaining agreement
with the Fraternal Order of Police and declaring an emergency. 2nd Reading
B. ORDINANCE 2007-39
An ordinance establishing the full-time position of Assistant Treasurer/Tax Administrator,
establishing the compensation for that position, repealing certain ordinances and
declaring an emergency. 2nd Reading
10. New Business: Introduction and consideration of:
A. ORDINANCE 2008-1
An ordinance appointing an Interim Clerk of Council, Repealing Certain Ordinances
and Declaring an Emergency. 1st Reading
11. There being no more business to come before Council , Lisa Perry moved to adjourn
the meeting until to 8:00pm, Wednesday, January 2, 2008, which motion was seconded
by Herb Braverman
