MINUTES 

1.	Mark Bram, President of Council called the work session to order at 8:01pm.

2.	Pledge of Allegiance

3.	Roll call
	Members present:	Brown, Centanni, Soroky, Kluter, Bram
	Members absent:	Braverman, Perry		
	Others present:	Kathy Mulcahy, Mayor
				Stephen Byron, Law Director		
				Brian Mader, Village Engineer

4.	Audience comments relative to items on the agenda.
	No comments

5.	Old Business: Introduction and consideration of:
A.	ORDINANCE NO. 2007-3
	An ordinance amending Section 1170.05 of the Codified Ordinances of Orange Village to regulate the 	
              	height of fences in certain districts and repealing certain ordinances. 2nd Reading
	Reviewed by Planning & Zoning Commission on March 6, 2007. 
	Planning & Zoning Commission recommends passage of Ordinance No. 2007-3.

B.	ORDINANCE NO. 2007-4
	An ordinance amending Section 1335.01 of the Codified Ordinances of Orange Village to provide that the 	
              	chair of the Planning and Zoning Commission shall serve as the chair of the Architectural Board of 	
              	Review, providing for certain procedures of the Board and Commission and repealing certain ordinances. 	
	2nd Reading
	Councilman Centanni requested this ordinance be referred to the Planning & Zoning Commission.
	To be referred to the Planning & Zoning Commission for the meeting on March 20, 2007. 

C.	ORDINANCE NO. 2007-5
	An ordinance authorizing the Mayor to enter into agreements with the City of Cleveland to transfer the 	
              	ownership and replacement obligations of the Village’s municipal waterlines to the City of Cleveland and 	
              	create a Joint Economic Development zone. 2nd Reading
	Councilman Brown requested more discussion on Ordinance No. 2007-5 after the contract has been 	
              	received from the City of Cleveland and can be reviewed.

D.	ORDINANCE NO. 2007-6
	An ordinance granting a front yard variance to Mr. and Mrs. Paul Takach at 29250 Pike Drive. 2nd Reading
	Reviewed by the Planning & Zoning Commission on March 6, 2007.	
	Planning & Zoning Commission recommends passage of Ordinance No. 2007-6.
	To be set for public hearing on April 11, 2007 at 8:00pm.

E.	ORDINANCE NO.  2007-7
	An ordinance enacting Chapter 914 of the Orange Village Codified Ordinances to regulate discharges to the 	
              	Village Separate Storm Water System, as amended. 2nd Reading
	Reviewed by Storm Water Management Committee on February 21, 2007

6.	New Business: Introduction and consideration of:
A.	ORDINANCE NO. 2007-8
	An ordinance approving and confirming the appointment of Michael Wildermuth as Alternate Plans 	
              	Examiner-Class II for the Building Department of Orange Village. 1st Reading

B.	RESOLUTION NO. 2007-2
	A resolution encouraging the Special Olympics Board of Trustees to select Northeast Ohio for the 2011 	
              	Summer World Games.



C.	RESOLUTION NO. 2007-3
	A resolution adopting the countywide Natural Hazards Mitigation Plan for Cuyahoga County.

D.	RESOLUTION NO. 2007-4
	A resolution honoring Thor Larsen for his many years of service to Orange Village as Village Architect, 	
              	and wishing him well upon the occasion of his retirement.
	Councilwoman Kluter requested Resolution No 2007-4 be inscribed on a plaque and for a reception with 	
              	cake at the March 14, 2007 regular meeting.

8.	Any other business for discussion
	Clerk		- A motion from Council to confirm the appointment of Acting Village Architect Ron 	
                                          	- Kluchin as Village Architect will be needed.
	Soroky 		- Records Commission members, meetings, agendas and minutes.
	Law Director	- Difference between Records Commission and Council Committees.
			- Law Suit by Orange Village requiring a cash bond from oil/gas driller; driller’s motion 				
                                          	- to dismiss was denied.
	Brown		- A work session to discuss recordings (and retention) of meetings.
	Mayor		- Committees, communication and common courtesy.
			- Ed Salim has submitted his resignation from the Planning & Zoning Commission.
	Kluter		- Contact previous applicants to see if there is interest in being considered for the open 				
                                         	 - seat on Planning & Zoning vacated by Ed Salim.
	Bram		- Request for applicants for the open seat on Planning & Zoning 					
                                         	 - Commission to be placed in The Orange Community News.
	Centanni	              	- Meeting with the Mayor and Dave Hartt regarding corrections to the Master Plan.
