FEBRUARY 9, 2005






1.	Lisa Perry, Council President called the meeting to order at 8:00 pm.

Motion to excuse Councilman Brown was made by Weisblatt; seconded by Kluter.

4.    Motion to confirm the appointment of Barbara Greenberg as Mayor's Court Magistrate was made by Bram;

5.    Motion to approve minutes of January 12, 2005 regular meeting was made by Bram; Weisblatt.

6.    Motion to accept the (preliminary) December 2004 Treasurer's Report was made by Kluter; 
seconded by Weisblatt.

7.    Motion to accept the January Tax Administrator's Report was made by Weisblatt;
seconded by Bram.

seconded by Weisblatt.

Fred Fritz of Brainard Road - Ordinance No. 2004-37     Abatement of nuisance animals


10.  OLD BUSINESS:  Introduction and reconsideration of:
A. ORDINANCE NO. 2004-34
An ordinance amending sections of part Five, General Offense Code, to authorize the abatement of 
nuisance animals from within the Village.  3rd reading.  Motion to table Ordinance No. 2004-34 was 
made by Braverman; seconded by Kluter.

B. ORDINANCE NO. 2004-37
An ordinance granting a variance from section 1161.06 of the Orange Village Codified Ordinances to 
the Signature Sign Company for the property at 3755 Orange Place to permit certain signage.  3rd reading.



*Planning & Zoning defeated the motion to recommend passage of Ordinance No. 2004-37 on 12-21-04.
*Signature Sign Co. withdrew its request for a variance on 1-20-05.
Motion to approve Ordinance No. 2004-37 was made by Braverman; seconded by Weisblatt.

Ordinance No. 2004-37 was defeated.

C. ORDINANCE NO. 2005-1
An ordinance engaging Weltman, Weinberg & Reis Co. L.P.A., as special counsel to collect certain debts, 
and engage in any legal proceedings related thereto, on behalf of Orange Village and declaring an emergency.  
2nd reading.

D. ORDINANCE NO. 2005-3
An ordinance authorizing the Mayor to enter into a collective bargaining agreement with the Fraternal Order of 
Police and declaring an emergency.  2nd reading.


11.  NEW BUSINESS:  Introduction and consideration of:
A. ORDINANCE NO. 2005-2
An ordinance amending certain sections of Chapter 775 of the Codified Ordinances to bring the village code 
into harmony with the state law.  1st reading, as amended.

B. RESOLUTION NO. 2005-2
A resolution or ordinance withholding consent for the remission of taxes, penalties and interest on an application 
for real property tax exemption filed under section 3 of Sub. H.B. 362 of the 125th General Assembly.
Motion to approve Resolution No. 2005-2 was made by Weisblatt; seconded by Bram.

C. RESOLUTION NO. 2005-3
A resolution designating the Mayor to serve as the authorized agent for all matters pertaining to EM 3187.
Motion to approve Resolution No. 2005-3 was made by Kluter; seconded by Braverman.

12.  AUDIENCE COMMENTS AS TO ALL SUBJECTS

13.  REPORT OF COUNCIL PRESIDENT
Receiving resumes for vacant Council seat
Interviews will be on the 22nd of Feb.

14.  REPORT OF MAYOR
All projects are in varying stages at this time, but there is nothing concrete to report.


15.  REPORT OF COUNCIL MEMBERS AND COMMITTEES
Bram - no report

Braverman - candidates for council should be asked about the nuisance animal ordinance

Kluter - glad the nuisance animal ordinance is tabled - concerned about the safety

Weisblatt - Hunting Valley Police Dept. and the Orange Senior Center are interested in participating with the CERTS team.




16.  Motion to adjourn to executive session for the purpose of discussing employee compensation (union contract) with 
Police Chief Kostura and pending litigation was made by Weisblatt; seconded by Bram.

Adjourned to executive session at 8:45 pm.
