Councilwoman Frances Kluter

Dear Friends and Neighbors:

REGIONALISM:
I have been discussing this for about the past three years on Council. With the current downturn in the economy, and reduced funding from the State we must be fiscally prudent about the allocation of your present and future tax dollars. Will we be better served with the joining together of resources between Orange, Pepper Pike, Woodmere and Moreland Hills or outright merger as delineated in the local media? The process has just begun and it will ultimately be determined by a vote of the people from all 4 communities. As your elected Councilwoman, I helped bring Orange Village into the 21st Century. It would be my honor and privilege to be part of the analysis and discussion over potential regionalism. I promise to make good analytical decisions for the entire community and to keep you informed.

FINANCES:
With the impacted national economy I have been scrutinizing our monthly revenues and expenses very carefully. One source of our current income “ inheritance taxes” could be eliminated as soon as January 2013. Though not actually included in the budget, these funds helped pay off the Village Hall debt. If this money stream was not available where would we have obtained the finances? Stringent times calls for stringent measures. We have to be meticulous in our budgeting process. We must spend what we need and not what we want. How will we finance a new service department? I will continue to be the watchdog of your tax dollars.

TRANSPARENCY:
I support open, transparent government. I follow ALL of the Sunshine laws meticulously. On this there can be NO compromise.

MY LEGISLATION: I INTRODUCED:
Mandatory bicycle helmets for all children up to 16 on Orange Roads.
Free snowplowing to all senior and disabled residents who meet financial criteria.
Reflective clothing from dusk to dawn.

INITIATIVES:
I fought to allow you to vote on the acquisition of the land from the Hungarian Church property last year. Your tax dollars, your voice.

As a 32 year breast cancer survivor I brought a cancer forum of distinguished professionals to the Village last fall in an attempt to start early detection against all forms of cancer. Knowledge is power.
I endorsed Orange Goes Green .
I spear headed community shredding of your documents.
I recently researched other communities to help residents with limited means obtain rehab loans/grants thus maintaining our housing stock.

I have served on every committee including that of Council President for two years. I currently am the Chairwoman of the Health and Safety Committee.

FROM MY SAFETY COMMITTEE:
‘Buckle up. Click it or ticket.’ Orange the first area community to cite this as a primary offence.
Texting and Driving kills. Texting is more lethal than drunken driving!

SOCIAL:
I have lived in Orange Village for 37 years. I am a graduate of London University with an M.A. in English. I am a freelance writer and write with a core group of writers once month at the town hall. I am an instructor for the Rose Institute of Lifelong Learning. I have led book discussions at Laurel Lake community in Hudson as part of KSU “Keys to a sharper mind.” I am a member of the Cleveland Museum of Art, B'nai Jeshurun congregation, a regular Playhouse attendee and Cleveland orchestra supporter. My two adult sons attended Orange Schools. I have 2 granddaughters, Sadie 12 and Celia 10, who love to visit me here in Orange.

In conclusion, I have a passion for social and economic justice. I bring critical, analytical thinking to Orange council with a desire to make this community the very best in the area. Good government is one of checks and balances. There has to be a delineation of power between the administrative and legislative branches of our government. A differing opinion does NOT mean opposition. It means healthy debate. I am NOT a rubber stamp! I am an independent thinker.
